Statement of Work (SOW) Global Crop Area, Yield, and Production Forecasts Derived from Satellite Imagery and Observed Weather Observations GENERAL INFORMATION 1.0 Scope of Work: The purpose of the requirement is for the International Production Assessment Division (IPAD) of the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS), and Global Marketing Analysis (GMA) to obtain weekly area, yield and production (AYP) forecasts for top producing countries, and for all major grains, oilseeds and cotton fiber commodities. The monthly national crop AYP forecasts should utilize credible global satellite imagery measurements and reliable observed weather data to forecast and estimate national AYP statistics for top-producing countries and major commodities. 2.0 Background: The USDA/FAS/GMA/IPAD monitors global weather events and its potential impact on national crop production prospects over major croplands. Lanworth has delivered to FAS/GMA/IPAD satellite derived AYP forecasts and estimates since 2000 via an annual subscription which is now distributed and managed by London Stock Exchange Group (LSEG)- Data & Analytics. CONTRACTOR REQUIREMENTS 3.0 Technical Requirements/Tasks: The monthly crop production and weekly weather reports shall highlight all major global weather events that occurred over the above major cropland regions, countries, and commodities. The monthly global crop production estimates shall cover at least the following country/commodity pairs: • Corn (U.S., Brazil (1st , 2nd , 3rd ), Argentina, EU, Ukraine, China, South Africa), • Soybeans (U.S. Brazil, Argentina, Paraguay), • Wheat (U.S., Argentina, Canada, Russia, EU, Ukraine, KAZ, UK, Australia, China, India), • Rapeseed (Australia, Canada, EU, Ukraine), • Palm Oil (Malaysia, Indonesia, Thailand), and • Sugarcane/sugar beet (Brazil, EU, China, Thailand, India, Russia). 4.0 Government Furnished: N/A. 5.0 Deliverables / Schedule: The national production estimates for the above countries should be made available for download on workspace, on a monthly basis and in Excel file -- 1 of 2 -- 2 format. Key Deliverables Item No. Deliverable Objective Due 1 Annual Subscription Plan LSEG shall provide an annual subscription to weather and production, area, and yield reports from Lanworth, along with other trade data news articles for two licensed users Annual subscription for two licensed users will require two login usernames and passwords. The subscription services are required for a 12-month base period beginning the day of contract award, with three 12-month option periods. Base year: July 1, 2026 - June 30, 2027 Option year 1: July 1, 2027 - June 30, 2028 Option year 2: July 1, 2028 - June 30, 2029 Option year 3: July 1, 2029 - June 30, 2030 6.0 Travel: N/A. 7.0 Contractor’s Key Personnel: N/A. 8.0 Security Requirements: N/A. 9.0 Data Rights: US Government will not redistribute LSEG weekly and monthly reports, and only FAS/GMA/IPAD analysts will have access to the weekly LSEG reports. 10.0 Section 508 – Electronic and Information Technology Standards: Section 508 requirements are not required because the weekly production estimate reports are not read or used by the public but are downloaded and shared in other USDA global production databases that serve 12 regional crop analysts at FAS/IPAD. -- 2 of 2 --
