BOSTON, MA 02109 STATEMENT OF WORK (SOW) FOR AIR CONVEYANCE SYSTEM CLEANING UNITED STATES COAST GUARD BOAT 1153 CGC J. PATTERSON 1. Introduction/Background This Statement of Work (SOW) outlines the requirements for the cleaning of the air conveyance system(s) aboard the United States Coast Guard Boat 1153, located at 427 Commercial St, Boston, MA. The work will be performed by a certified member of the National Air Duct Cleaners Association (NADCA). The purpose of this work is to ensure the cleanliness and operational efficiency of the vessel's HVAC systems. 2. Scope of Work The contractor shall provide all necessary labor, materials, and equipment to perform the cleaning of the vessel's air conveyance systems. Technically competent with experience with Novenco FRC-515-P1, single piping, ABS, 3 phase X 450 V, 60HZ marine ventilation system or equivalent. The scope includes, but is not limited to, the following procedures: 2.1. Site Preparation: Lock-Out/Tag-Out: Exhaust fans will be locked out by the Ships Engineering Watchstander and the Customer. Protective Covering: Cover all machinery, office equipment, furniture, and other components with plastic or drop cloths. 2.2. Gaining Access to Ductwork: Removal of all registers, vents, grilles, and diffusers. Removal of drop ceiling sections as needed. Cutting off exterior insulation where necessary. Cutting of various sized access ports into the ductwork in adherence with industry standards (NFPA, NAIMA, NADCA, SMACNA, UL). 2.3. Cleaning Process: Agitation and Brushing: Use of industrial brushes (hard and soft bristle) and other agitation devices to loosen dust and dirt build-up within the ductwork. Compressed Air Washing: Use of compressed air to loosen and move debris. Vacuum Collection: Employ High Efficiency Particulate Air (H.E.P.A.) filtration vacuum systems to remove contaminants. H.E.P.A. filters are rated as removing 99.97% of particles down to 0.3 microns. Specific Components: Variable Air Velocity (VAV) Boxes: Accessed via ports, HEPA vacuumed. Reheat Coils: Accessed via ports, fins HEPA vacuumed or brushed, treated with EPA approved coil cleaner, and rinsed. Air Handling Unit (AHU): Thorough cleaning of interior surfaces, plenum, condensing coils, filter racks, blower chamber and blades, dampers, and louvers. 2.4. Post-Cleaning Operations: Sealing Access Ports: All access ports created will be covered with removable airtight plates or doors in accordance with industry standards. Reinstallation: Reinstall all registers, grilles, diffusers, and ceiling tiles. Clean-Up: Remove all protective coverings, sweep floors, and vacuum carpets. Final Inspection: A walk-through of the service area with the customer and service coordinator to ensure completion and satisfaction. Administrative and Safety Requirements Standards Compliance: All work shall be performed in strict adherence to industry standard NADCA ACR 2021, Assessment, Cleaning & Restoration of HVAC Systems. Safety Program: The contractor will follow a comprehensive safety program in accordance with OSHA standards, including: Hazard Communication (OSHA 3111) Lock-out / Tag-out (OSHA 3120) Respirator Protection (OSHA 29CFR 1910.134) Confined Space Program (OSHA 3138) Use of Personal Protective Equipment (PPE) such as eye, head, and hearing protection. Insurance: The contractor shall maintain the following insurance coverage: Commercial General Liability: $2,000,000 Aggregate Excess Liability (Umbrella): $5,000,000 Aggregate Worker's Compensation: Statutory limits On-site Coordination: Site visit: Monday through Friday 0700-1300. The schedule will be based on the availability of the vessel and the contractor. All service work will be performed when the serviced areas are unoccupied. 5. Miscellaneous • Customer Responsibilities: The USCG will be responsible for providing access to the vessel and for supplying shipboard services such as water and electricity.
