Description
In accordinate with Revolutionary FAR Overhaul (RFO) 5.101(c), below is the required information required to be included with a presolicitation notice:
This synopsis is to announce the intent to award a sole-source, firm-fixed-price delivery order against Bell Textron’s (CAGE 97499) Basic Ordering Agreement (BOA) SPRPA1-21-G-001W. The requirement is for the procurement of 3 newly manufactured Main Input Quill Assembly (NSN: 1615-01-601-1436HL; Part Number: 205-040-263-115) for the TH-1H helicopter program. The Main Input Quill Assembly is a non-commercial, critical safety item. The projected delivery schedule is from September 2026 to May 2033.
This will be awarded as a sole source contract to Bell Textron, Inc. (CAGE 97499)
This procurement is not subject to the World Trade Organization Procurement Agreement (WTOGPA) or the Free Trade Agreement (FTA).
No technical data will be provided by the Government since Bell Textron (CAGE 97499) owns the manufacturing data.
This procurement is not considered a construction contract, and no small business is anticipated.
The Government will only consider a quotation submitted from Bell Textron, Inc (CAGE 97499) since they are the only responsible source with the manufacturing data to produce the items describe above.
This procurement is considered to be noncompetition due to Bell Textron, Inc (CAGE 97499) being the only responsibly source who owns the manufacturing data to be able to build the Main Input Quill Assemblies.
No qualification requirements are being required since Bell Textron has the manufacturing data and will be producing to their standards/drawings.
