*This document is not required for use, only suggested for use, should offerors desire to utilize it. The intention of this document is to ensure that offerors are submitting all requested documentation as outlined in Sections L and M of this RFP document.

Does Volume 1: Technical contain all requested information?
Element A: Technical Approach
Detailed description of the Offeror’s approach to perform the requirements listed in the SOW and sample TDP
Copy of the Offeror’s Quality Assurance Plan, including sufficient detail to allow the Government to ascertain if the quality system meets the requirements of ANSI/ASQC Q9000 through Q9004 industry standards, or an equivalent quality system
Copies of ANSI/ASQC Q9000 through Q9004 accreditation certificates
Identify the quality and process controls that will be used to ensure that the sample TDP end item will be in compliance with the applicable drawing, specifications, SOW and contract requirements
In the case of hardware manufacturing (Tasks 1, 2, 4, and 5), describe the type of documentation that will be used to identify, record and dispose of non-conforming material, in-process rejects and characteristic discrepancies.
Element B: Facilities and Equipment
Detailed description of proposed Prime and subcontractor facilities and equipment for testing, lab analysis, parts fabrication and loading, as applicable to tasks being proposed
Provide information as to the location and size of their (Prime and subcontractor) facility(ies).
Demonstrate plan to ensure the facility(ies) are available at time of award
Demonstrate how the Offeror will provide at least 25% of the proposed total estimated amount of its respective Task(s) to small business concerns. Provide sufficient information to demonstrate that the tasks assigned to the selected small business subcontractors are meaningful in the overall success of the program.
Does Volume 2: Past Performance contain all requested information?
Provide past performance information, for the Prime and any subcontractors, in accordance with Attachment 01 - Past Performance Reference, which shall reflect recent experience performed within the last five years and demonstrates experience relevant to the solicitation's SOW.

If there is not a CPARS record, the Offeror shall submit one (1) Past Performance Questionnaire (Attachment 02 in Section J)
If there is a CPARS record, the Offeror shall provide up to three references listed on the past performance reference sheet (Attachment 01 in Section J)
Does Volume 3: Small Business Subcontracting Plan contain all requested information?
If applicable to the Task (1, 4 or 5) and/or Offeror, submit a Small Business Subcontracting Plan in accordance with FAR clause 52.219-9 Small Business Subcontracting Plan
