Solicitation # 12443926Q0185 Attachment 1 Mark Twain National Forest Ava/Cassville/Willow Springs Ranger District Statement of Work Description/Statement of Work This is for herbicide treatment (3.4) of 17 acres of Kudzu, perilla mint, multiflora rose, autumn olive (Lespedeza cuneata, perilla frutescens) on the Willow Springs unit of the Mark Twain National Forest at the CCC Camp Willow (5 acres) and Noblett Lake (12 acres). At Noblett Lake, there are also other invasive species that will need to be treated as well within the Kudzu mapped area. These include Multi-flora rose, Beef Steak, Serecia Lespedeza, and Autumn Olive. There is an Optional herbicide treatment (4.1) of approximately 50 Acres of ROW (right of way) spraying for Serecia Lespedeza, multiflora rose, sweet clover, and beefsteak along the ROW area indicated on the maps within this project package. There is a 12 ft buffer from the edge of the ROW to be treated. It includes herbicide treatment within the forest interior with optional right of way spraying along Forest Service roads. The Forest Service Roads include 284, 284A, 427, 408, 798, 797,798A, 810. Please use Avenza to follow spray zones on the maps that are attached and zoom into the map for precise spraying within the mapped areas of forest interior. Daily herbicide use logs shall be filled out properly every day when spraying is occurring. Specifications Forest interior spraying of Kudzu must be done using a backpack sprayer or UTV/ATV mounted boomless sprayer. There are two locations in the Willow Springs unit that need treatment. They are at Noblett Lake and at Willow Springs CCC camp. There are approximately 12 Acres combined that need treated. Transline must be used at the recommended label rates for affective treatment of Kudzu. Within the Kudzu areas there are other non-native species that will require treatment such as multi-flora rose, autumn olive, and perilla mint. These species should be foliar sprayed with Pasturegard HL or the equivalent triclopyr based herbicide at a rate of 2 %. The optional treatment is for ROW spraying only. Maintained Roadside Right of Way (Sparse): 50 acres. Treat Sericea lespedeza, perilla mint, autumn olive, and multiflora rose. Acreage has been calculated using a mix of new and old weed inventory GIS polylines that have not all been updated or fine-tuned to reflect exact width of infestation along the roads. Inventory lines reflect 12-foot width on each side of the road. In reality, there are sections of roadside where lespedeza is absent over some distance, or present only in sparse patches, while in other areas the infestation will be dense and exceed the 12-foot width. Truck-mounted or UTV/ATV-mounted boomless tank sprayers should be adequate to treat the vast majority of the roadside infestations, with some larger patches possibly requiring use of tank hose or backpack sprayer to reach interior patch edges where UTV cannot navigate easily off the road. Pasturegard HL or the equivalent should be used for herbicide treatment at a rate of 2%. Contact COR if you are unsure of herbicide to use. · Contractor is responsible for obtaining all herbicides, basal oils, water, surfactants, colorants, as well as labor, equipment, supplies, storage, permits, licenses and certifications required for completion of Herbicide Applications under this contract as set forth by Missouri Department of Agriculture. http://agriculture.mo.gov/plants/pesticides/commnonpub.php · Contractors shall follow all manufacturers’ label directions and industry standards for application of herbicides. · Applications of herbicide will be directed so damage will not be done to non-target vegetation. Weather is to be monitored, and work could be suspended if temperature is greater than 95 degrees, humidity is less than 30%, wind is at/or above 10 MPH or significant precipitation is forecast in the next 24 hours. Mixing - The Contractor will mix herbicides in accordance with the label. The Contractor is responsible for the cleanup of any spills and will notify the COR immediately of any spills. The Contractor must have herbicide labels and Material Safety Data Sheets (MSDS or the new SDS) of chemicals on site. Mixing and cleaning areas will not be permitted within 300 feet of private lands, open water, wells, or other sensitive areas. Warning Signs - The Contractor will post caution/warning signs at any entry point (road or trail) around the sprayed areas that lists the herbicide and active ingredients being used. Herbicide Use Log - The Contractor will be required to use the Herbicide Use Log on a daily basis to maintain accurate records of work activities and chemicals applied in treatment areas. The Herbicide Use Log will be required to be given to the COR at the completion of work. Period of Performance: Date of Award – October 9th, 2026 Water Access: Any streams or ponds on FS land can be used to draft water for spraying operations, taking caution not to contaminate waters with chemicals during drafting/mixing procedures. Key Personnel and Required Qualifications or Certifications The Contractor involved with this contract shall have a current valid Commercial applicators Licenses issued by the Missouri Department of Agriculture. A copy of such certification and Licensing must accompany the contractor’s initial bid package. This license shall be in the possession of all applicators at all times during the application of pesticides on National Forest lands. The contractor shall provide all expertise, labor, supervision, services, equipment, tools, supplies, permits, licenses, insurance, transportation and incidentals necessary to perform spraying of NNIS species for which the desired outcome is in strict accordance with the standards specified in this performance work statement.
