STATEMENT OF WORK FOR Design-Build Construction Project PROJECT NO. PMWH26-3531 - CONSTRUCT RBCP STORAGE SITE JASDF MATSUSHIMA AIR BASE, JAPAN 20 July 2026 -- 1 of 19 -- 1. GENERAL General Description: The Contractor shall furnish all labor, services, materials, supplies, equipment, investigations, studies, supervision, quality control, quality assurance, and travel to achieve this design-build construction requirement. Designer of record shall design facility and infrastructure to US Standards, UFCs and/or those Japanese equivalent that exceed those standards. Membrane structure to meet the most stringent requirement for wind, snow, and seismic loadings required for Japan regardless of project location. 2. PROJECT DESCRIPTION a. The Construct RBCP Storage Site serves as four separate 450 square meter (4,844 square foot) membrane shelled pre-engineered buildings utilized for warehouse storage. The project requires the design and construction of the four warehouses and minor demolition of existing asphalt pavement. The existing asphalt pavement is within the area allotted for the four warehouse foundations. Asphalt areas outside the areas required for foundations shall remain in place. The design stage consists of two design submittals (65% and 100%) after award of this project. This stage also consists of all tasks described within paragraphs 7 through 14 below. The construction stage shall commence after the Authorization to Commence Construction is issued to the Contractor by the Government. The Contractor shall complete all construction work in accordance with the approved scope, drawings, specifications, and design. b. The new warehouses consist of but are not limited to the following: open bay space for warehouse storage, four roll-up doors with two along the long end facing the existing asphalt and one on each side of the short ends, four personnel doors located at each end of the structure, interior lighting, exterior lighting, fire detection and life safety systems, climate control and ventilation systems, and building storm gutter systems. c. The Project also includes underground utilities, paving/flatwork, storm drainage, and fencing. d. CODES, STANDARDS AND CRITERIA a. The Japan District Design Guide prescribes standard procedures for the preparation of design documents for construction projects. The design guide and other useful criteria are available on the Japan U.S. Army Corps of Engineers District website at: https://www.poj.usace.army.mil/Business-With-Us/References/ In addition to the specific Codes, Standards and Criteria referenced throughout this SOW, the designer shall prepare all design and construction documents in accordance with the most current edition of the following: -- 2 of 19 -- Applicable Department of Defense (DoD) / Department of War (DoW) regulations Air Force Manuals Unified Facilities Criteria (UFC) Unified Facilities Guide Specifications (UFGS) International Building Code Local Japanese Codes and Standards (seismic, wind and snow loading, environmental laws and regulations, etc.) The U.S. documents are available via the internet at: www.wbdg.org b. In this SOW, where the word “designed” is used the agent performing the design is the “Design- Build (DB) contractor.” The Designer shall also follow all current local Japanese codes, regulations and specifications involving civil, architectural, interior design, structural, mechanical, electrical, and environmental disciplines which are applicable to the engineering design and construction industry, Safety and Health Standards. 4. GENERAL PROJECT INFORMATION: a. Asbestos Containing Materials (ACM) • Asbestos containing materials are not expected to be encountered within the project • DB Contractor shall notify the Contracting Officer immediately if asbestos containing materials are encountered. b. Lead-Based Paint • No Lead-Based paint is expected to be encountered within the project. • DB Contractor shall notify the Contracting Officer immediately if lead-based paint is encountered. c. Heavy Metal Dust • Heavy metal dust is not expected to be encountered within the project. • DB Contractor shall notify the Contracting Officer immediately if heavy metal dust is encountered. d. Unexploded Ordnance (UXO) • UXO is not expected to be located on or at the project site. e. Abnormal Discovery During Excavations • The existing site is located within a previous natural disaster location and sea water inundation area. If an abnormal discovery of items or potential remains are uncovered during any excavation, the DB Contractor shall immediately notify the Contracting Officer and cease excavation operations within the area until additional direction is provided. 5. POINTS OF CONTACT a. JASDF Matsushima Air Base access coordination shall be through the Contracting Officer or through the onsite Officer in Charge (OIC) in case of an immediate request. DB Contractor shall request Project assigned Contracting Officer and OIC within 10 calendar days after award. -- 3 of 19 -- b. Base traffic regulations shall be observed by all DB Contractor personnel. Information regarding such regulations shall be obtained from and coordinated with the assigned Project Contracting Officer and OIC. c. Information regarding health and personnel protective equipment shall be coordinated through the Project assigned Contracting Officer and OIC. d. Information regarding fire prevention, welding and cutting, or fire protection systems shall be coordinated through the Project assigned Contracting Officer and OIC. e. Notify the Project assigned Contracting Officer and OIC immediately if any damage to JASDF property or injury to personnel is caused by the contractor. 6. CONTAMINATED SOIL a.
