MCFO FUELS CULTURAL RESOURCE INVENTORY, BUREAU OF LAND
MANAGEMENT, MILES CITY FIELD OFFICE, CUSTER COUNTY, MONTANA
This is a combined synopsis/solicitation for commercial items prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information included in this notice. This
announcement and attachments constitute the only solicitation; quotes are being requested, and a
written solicitation will not be issued. Consider this solicitation (140L3726Q0071) as a Request
for Quotes (RFQ). This solicitation documents incorporate provisions and clauses in effect
through Federal acquisition Circular 2019-03. This solicitation is set-aside for small business.
NAICS 541620 – Environmental Consulting Services. The small business size standard is $19.0
million. Product Service Code R408 – Support- Professional: Program Management/Support.
The resulting purchase order will be a firm-fixed price purchase order. (SEE ATTACHMENT

Department of Interior, Bureau of Land Management, Miles City Field Office, Custer County,
Montana has a requirement to perform a Class III Cultural Resource Inventory covering 11 areas
for an estimated 14,913 acres. The areas are Mill Iron, Bradshaw, Upper Ten Mile, Buffalo
Creek, Coal Bank, White Bird, Fiddler Ridge, Prairie Creek, Castle Rock, HorseThief 2026, and
2026 Acton-RX. They are generally located in Carter, Custer, Musselshell, Prairie, Powder
River, Rosebud, Stillwater, and Yellowstone Counties, Montana.
In accordance with the procedures in FAR Part 12, RFQ 140L3726Q0071 is available for
viewing through electronic commerce via Bureau of Land Management's website at
https://sam.gov.

STATEMENT OF WORK
Class III cultural resources inventory and report preparation for the FY2026 Eastern Montana-
Dakotas District (EMDD) fuels reduction and prescribed fire projects in 11 units within the
Miles City (MCFO) and Billings Field Office’s (BiFO). The eleven areas total 14,913 acres
are named Mill Iron, Bradshaw, Upper Ten Mile, Buffalo Creek, Coal Bank, White Bird,
Fiddler Ridge, Prairie Creek, Castle Rock, HorseThief 2026, and 2026 Acton-RX. They are
generally located in Carter, Custer, Musselshell, Prairie, Powder River, Rosebud, Stillwater,
and Yellowstone Counties, Montana. Each requires cultural resources inventory in accordance
with Sections 106 (54 U.S.C. § 306108) and 110 (54 U.S.C. § 306102(b)(3)) of the National
Historic Preservation Act (NHPA, 54 U.S.C. § 300101 et seq.); the BLM Manual 8110,
Identifying and Evaluating Cultural Resources (BLM rev. 2004); and the BLM
Montana/Dakotas Cultural Resources Handbook H-8110-1, Guidelines for Identifying
Cultural Resources (BLM 2003). Further this scope of work meets the directives of Executive
Order 14308 Section 4(d), and Executive Order 11593 (ALL).
I. General Background.
A. Authority. The Bureau of Land Management (BLM) is mandated to manage lands under
its jurisdiction for public use. Managing public lands entails implementing a variety of land
disturbing activities. These actions are considered undertakings (36 CFR § 800.16[y]) as
the actions entail use of federal lands, money, and/or authorizations. For all proposed
undertakings partially or fully under its jurisdiction, Section 106 of the NHPA requires the
BLM to consider the potential impacts to historic properties prior to authorizing
implementation.
B. Class III cultural resources inventory is an intensive field survey. A Class III cultural
resources inventory entails professionally conducted pedestrian inventory of the entire
project area and providing detailed documentation of cultural resources within that area.
Class III cultural resources inventory is a systematic inspection of the land surface carried
out by walking a series of close-interval parallel transects until the area has been thoroughly
examined. Artificial exposure of the subsurface (via auger or shovel testing) is sometimes
a necessary part of a Class III cultural resources inventory and should be included in
identification efforts if vegetation density reduces ground/surface visibility below 30
percent; soils conditions are conductive to aggradation; or are stable. Contact the COR-
Archeologist for details on how to proceed. Class III cultural resources inventories are
generally appropriate for project-specific cultural resources identification and evaluation
efforts (BLM 2004).
II. Specific Background.
A. Project Area Setting. The BLM Field Offices (MCFO-BIFO) are located in southeastern
and southcentral Montana. The MCFO administers approximately 2,751,530 acres of
surface estate (Map 1) and an additional approximately 11,437,479 acres of federal mineral
estate. The BiFO administers approximately 434,154 surface estate acres (Map 2).and
approximately 889,479 acres of mineral estate.

B. The proposed project areas within the MCFO are located in Carter, Custer, Prairie, Powder
River and Rosebud Counties. Sites within the MCFO generally occur at a rate of 1 site per
93 acres of inventory across all site types (Aaberg et al. 2006)..
