PERFORMANCE WORK STATEMENT (PWS) v.0.1 Medical Waste Incinerator Facility Operations – Fort Detrick, Maryland 19 December 2025 Disclaimer: This Performance Work Statement (PWS) is a draft document intended for review and feedback from industry. The Government invites comments, suggestions, questions, and input regarding this draft PWS. All feedback should be submitted no later than 05 February 2026 to alex.j.hatlestad.civ@army.mil and a.c.baker2.civ@army.mil. PART 1 – GENERAL INFORMATION 1. General This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control ordinarily prevailing in relationships between the Government and its employees. The Government will evaluate Contractor performance under this contract using the Quality Assurance Surveillance Plan (QASP) associated with this Performance Work Statement (PWS). 1.1 Description of Services / Introduction This contract requires the Contractor to operate, maintain, monitor, and support the Medical Waste Incinerator Facility (MWI) located at Fort Detrick, Maryland. The Contractor shall provide all personnel, management, supervision, labor, equipment, tools, materials, and services, except those designated as Government-furnished, necessary to safely and effectively operate the incinerator facility. This includes the pickup, weighing, transport, disposal, and documentation of regulated medical waste (RMW). The Contractor shall also manage manage emissions control systems, maintain the facility and equipment, manage waste residues, ensure environmental compliance, provide reports and documentation, support audits and inspections, and ensure a safe, secure, and compliant operating environment. All activities must be performed in accordance with applicable regulations and standards to ensure the effective processing of RMW. 1.2 Background Fort Detrick is the primary Army installation for medical research, biological defense, and biodefense-related program execution. The National Interagency Biodefense Campus (NIBC) and multiple tenant organizations generate RMW, including materials from Biosafety Level 3 and 4 (BSL-3/BSL-4) laboratories, medical research programs, and clinical operations. RMW must be destroyed in a manner that ensures biosafety, operational continuity, regulatory compliance, and protection of public health and the environment. A new Medical Waste Incinerator Facility is being constructed to replace prior incineration capability and re-establish onsite destruction of infectious and medical waste, eliminating reliance on offsite commercial transport and treatment. The new system provides modern emissions controls, continuous monitoring, and increased capacity, with the ability to process approximately one million pounds of waste annually. This PWS defines the non-personal services required to perform Government-owned, Contractor-operated (GOCO) operations of the facility upon turnover to operations. 1.3 Scope The Contractor shall operate and maintain the Medical Waste Incinerator Facility at Fort Detrick to ensure continuous, safe, efficient, and fully compliant destruction of regulated medical waste and associated materials. Services include receiving, handling, tracking, and incinerating authorized waste streams; operating and monitoring incinerator and emissions control systems; maintaining incinerator, mechanical, structural, electrical, instrumentation, and control equipment; managing and disposing of ash and residues; performing environmental compliance, monitoring, and reporting; implementing safety and occupational health programs; providing qualified, trained personnel; and supporting inspections, audits, emergencies, and surge operations. The Contractor shall perform these services to the performance objectives and acceptable quality levels (AQLs) in the PWS, the Performance Requirements Summary (PRS), and the associated QASP. 1.4 Objectives The objectives of this contract are to: a. Provide safe, reliable, and continuous onsite incineration capacity for all authorized Fort Detrick regulated medical waste streams, including those originating from BSL-3 and BSL-4 operations. b. Ensure emissions and environmental performance meet all Maryland Department of the Environment (MDE) permits, U.S. Environmental Protection Agency (EPA) requirements, and all applicable Federal, State, and local laws. c. Maintain facility availability at or above required operational thresholds and minimize unplanned downtime. d. Ensure personnel conducting operations are fully qualified, trained, and experienced in medical waste incineration, safety, environmental compliance, and hazardous materials handling. e. Maintain a high-quality, accurate, and timely reporting and recordkeeping program. f. Ensure the health and safety of workers and the public through a robust safety management program meeting OSHA, Army, and USACE EM 385-1-1 requirements. g. Support Fort Detrick’s Environmental Management System (EMS) and continuous improvement initiatives. 1.5 General Information 1.5.1 Quality Control Plan (QCP) The Contractor shall develop and maintain a Quality Control Plan (QCP) to ensure all services are performed in accordance with this PWS. The Contractor shall implement procedures to identify, prevent, and correct deficiencies and ensure non-recurrence. The QCP shall address internal inspections, performance tracking, staff qualifications, equipment control, environmental compliance, and documentation requirements. The Contractor shall submit the QCP to the KO through the COR within 10 days after contract award. The Government will review the QCP within 10 days and either accept it or return comments. If comments are provided, the Contractor shall submit a Final QCP within 5 days. 1.5.2 Quality Assurance The Government will evaluate Contractor perform
