Scope:
The contractor shall, except as outlined in this Statement of Work, provide any
equipment and personnel necessary in the removal, transportation, and disposal of fuel
oily waste water from the Defense Logistics Agency capitalized fuel tanks attached to the
main fuel storage tanks at Langley Air Force Base. All operations will meet requirements
IAW DAFI 23-201 chapter 8.2 Fuels Environmental and Safety Responsibilities.
Objectives:
The contractor shall remove fuel oily waste from three 1,000 gallon Con Vault tanks
located in the Fuel Storage yard within 24 hours of service request time.
Tasks:
The contractor shall provide an operator and vehicle equipped with a vacuum or suction
pump and hoses to remove a combined max capacity of 3,000 gallons of fuel oily waste
water from 3 separate tanks (tank #s 707.11, 707.10, and 707.9). The oily water waste
must be removed through a 4 inch diameter hatch located on top of the tanks. Normal
parking configuration for fuel oily water removal requires no less than 20 feet of hose.
Spill Response:
The wastewater is a mixture of water and Jet A and is classified as hazardous. The SDS
and Fuels Laboratory analysis are attached. The contractor will be briefed on Joint Base
Langley-Eustis spill response procedures at the pre-performance conference. The
contractor is responsible to report and promptly cleanup all spills in a manner consistent
with current environmental regulations, in the event that it is necessary to utilize
government material, equipment or personnel to clean up a contractor caused spill, the
contractor shall be required to reimburse the government for all associated costs.
Security Requirements:
The contractor shall comply with all requirements and procedures IAW FAR 5352.242-
9000, Contractor Access to Air Force Installations. All documentation shall be submitted
prior to the performance.

Services will be conducted on a quarterly basis.

General Information:
The contractor shall perform the services required under this contract during the normal
base operating hours (0730-1630 Monday through Friday). The contractor shall be able
to accomplish the tasks outline in this Statement of Work within 24 hours service request
and must call the Fuels Service Center (757-764-4105) 30 minutes prior to arrival. The
contractor shall always have a Fuel Management Flight member escort while performing
any services within the Fuel Storage yard.
