Description

Technical Specifications Metal 3D Printer System DLA Product Test Center, Mechanical Lab, VTM 1. Title – Metal 3D Printer Requiring Activity: DLA Product Test Center Division, Mechanical Lab, located at Columbus, Ohio. Contracting Activity: DLA Contracting Services located in Columbus, Ohio. 2. Introduction The Mechanical Product Test Center (MPTC) is looking to acquire a new Metal 3D Printer system. The new system expands the lab’s capabilities to produce fixtures for testing. 3. Background The MPTC frequently receives test exhibits that require custom fixtures to complete the required testing. Producing fixtures using the current equipment is limited by the labor required for traditional subtractive machining and by the relatively low strength of the existing polymer 3D printer. The Metal 3D Printer system will allow the production of high strength test fixtures. 4. Scope The contractor is responsible for the shipment, delivery and setup of the new Metal 3D Printer system. The contractor shall conduct training at the place of performance listed below. -- 1 of 6 -- Technical Specifications Metal 3D Printer System DLA Product Test Center, Mechanical Lab, VTM I. The contractor shall provide all labor, tools, transportation, supplies, supervision, etc. (except as noted), necessary to provide one (1) Metal 3D Printer System to the Defense Supply Center Columbus (DSCC), DLA Weapons Support (Columbus), Mechanical Product Test Center, Columbus, Ohio. The inspection system shall meet the following criteria: A. Metal 3D Printer System with the following criteria: 1. Shall be new, not refurbished. 2. It shall be supplied with an Operators Manual. 3. Build volume of at least 150 x 150 x 250 mm. 4. Laser 500 W minimum. 5. Cartridge powder handling system for printing, cleaning, and sieving, including lift truck for cartridge handling. 6. Utilize Laser Powder Bed Fusion technology. 7. Capable of using the power hookups provided in the location of installation. 220-240 V / 50-60 Hz. 8. Cartridge based unit for unpacking and sieving of parts. Contained cartridge system will permit use in standard industrial space without specialized shop environment air filtration. Utilize ultrasonic inert sieving technology. 9. The system and computer provided must be fully operational without access to the internet and not utilize any cloud-based software and come with a permanent license for said software. 10. Automatic sieving station for collection of powder 11. 18x 8kg containers of 316L Stainless Steel powder 12. Vacuum with HEPA filter and tool kit 13. Leveling Aid Build Plate, Starter package for 316L B. Three (3) days of on-site training for four (4) participants must also be provided for the system listed in Criteria 5.I.A. 1. Training shall be conducted after installation and set-up. 2. Scheduling of training shall be agreed upon by contractor and Government Technical Representative. 3. Training shall be conducted no later than 30 days after installation. 4. Four (4) participants shall be trained concurrently during the three (3) day training period. 5. Performance Requirements and deliverables -- 2 of 6 -- Technical Specifications Metal 3D Printer System DLA Product Test Center, Mechanical Lab, VTM C. A 3-year preventative maintenance service and calibration contract, including any consumables, shall be furnished after system installation. D. The contractor will be responsible for on-site installation and initial start-up, including powering on, running diagnostics and verification, and demonstrating the system’s capability to meet the inspections lists in Criteria A. E. The cost of delivery must be included. F. Delivery of items listed in 5.I.A must be completed within 120 days of the contract award date. G. Contractor shall contact Jeff Fleeger or Robert Welch to schedule delivery and installation. 6. Warranty The contractor shall furnish a 12-month warranty or the standard OEM commercial warranty; whichever is greater on all parts and labor. 7. Period of Performance The period of performance shall be within 120 days of award. 8. Work Schedule Installation, setup and training shall be performed between 7:00 a.m. and 4:00 p.m., Monday through Friday. No work shall be performed during the weekend or federal holidays. Government will not be paying overtime to the contractor. Work hours are subject to change after award per customer request. 9. Recognized Holidays The following are recognized US holidays. The contractor shall not perform services on these days. Security Requirements Contractor and all associated sub-contractor’s employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by Security Office. Contractor workforce shall comply with all personal identity verification requirements as directed by DOD, HQDA, and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. 11. Applicable Directives None. 12.
