DESCRIPTION OF SERVICES
This Performance Work Statement (PWS) identifies the level of service required to establish and execute contractor activities necessary to repair and overhaul (when necessary) F-5 parts for Foreign Military Sales (FMS) customers. The identified parts require repair services due to aircraft age, lack of spare parts availability and no existing United States Air Force (USAF) depot repair.
Scope
The scope of this effort shall include repair and return services and overhaul services (when necessary) for F-5 parts at the contractor or subcontractor facility. The list of parts is identified in Attachment 1.
Requirements
The contractor shall restore to serviceable condition (Condition Code A) any of the parts listed in Attachment 1, and subsequent attachments, for which they are contracted.
Qualified Repair Source. The contractor shall be a qualified repair source and perform all repair work in compliance with instructions and technical data requirements contained in the applicable Technical Orders (TOs), Government and industry standards as identified in Attachment 2. A qualified repair source is defined as a prime contractor or subcontractor on a previous or current United States Government (USG) contract for repair of the identified part.
Production Schedule. The offeror shall provide a draft production schedule including the time, after contract award, to begin teardown, test and evaluation (TT&E) and overhaul/repair of the first inducted part. The USG target is 45 days after contract award for the contractor to be able to begin TT&E.
Teardown, Test and Evaluation. The contractor shall perform TT&E on every part submitted for repair. The contractor shall provide a firm-fixed price proposal for TT&E. The USG target is 45 days after receipt of a unit for repair, the contractor shall provide a TT&E report, with repair evaluation and category, acceptance test requirements (CDRL A002) and firm fixed price proposal (CDRL A004) for repair cost.
Repair categories include:
Beyond Repair (BR). An item is considered BR if there is no possible repair process for the existing condition.
Beyond Economical Repair (BER). An item is considered BER if the estimated cost of repair is greater than 75% of the procurement price.
Repair. The contractor shall provide a firm fixed price proposal, including a detailed description of the work to be performed, labor categories and hours, and subcomponents required. The contractor shall submit this report with, or as a part of, the TT&E report. (CDRL A002) The contractor shall not proceed with repairs without procuring contracting officer (PCO) approval.
Overhaul. The contractor shall provide firm fixed price proposal for overhaul of items, as required, per the applicable technical orders. The overhaul price shall be provided with the repair cost proposal (CDRL A004). The contractor shall not proceed with overhaul without PCO approval.
Over and Above (O&A). O&A is any additional repair, not identified in the initial TT&E report, that the contractor identifies while performing the repair or overhaul that is required to return the part to serviceable condition. The contractor shall notify the USG Program Office (PO) via email within 3 days after determination of an O&A. The contractor shall submit an O&A report no later than 30 days after determination to the PCO (CDRL A003), including firm fixed price proposal for the O&A repair costs (CDRL A004) with labor categories and hours, and component costs. PCO authorization is required to proceed with O&A repairs. After receipt of authorization, the contractor shall restore the unit to serviceable condition. If conflict arises between the O&A direction stated in this PWS and the DFARS clause 252.217-7028, DFARS direction takes priority.
If an item is determined to be BER or BR, the PCO shall provide disposition instructions to the contractor within 60 days of notification.
The contractor shall take no more than 120 days after receipt of order (ARO) or PCO authorization of O&A repairs, to complete repairs. If the contractor anticipates requiring additional repair time, the contractor shall notify the PCO and USG PO, addressing the reason for additional repair time, in the monthly status report. Critical Safety Items. Critical Safety Items (CSIs) are identified in Attachment 1. Associated critical characteristics (CCs) and critical safety processes (CSPs) are identified for each CSI part in engineering orders (EOs). The contractor shall manage CSIs, or any subcomponents manufactured for use in the repair of CSIs, in accordance with the Aviation Critical Safety Item Management Handbook, and AFI 20-106, Management of Aviation Critical Safety Items. These items require a 100% inspection and will undergo a complete documentation review and approval by the government QA representative identified in paragraph 4.5.
