1. Introduction
The James J. Rowley Training Center (JJRTC), located at 9200 Powder Mill Road in Laurel, Maryland, is
the primary training facility for the United States Secret Service (USSS), spanning approximately 500 acres.
JJRTC comprises multiple buildings with classrooms and conference rooms to support training for USSS
Agents, Officers, and civilian personnel. This non-personal services contract provides turn-key design and
construction at various locations across the RTC campus. Contract service providers are accountable to the
Contractor, who is responsible to the Government; the Government will not supervise or control these
providers.
Background: The project aims to design and construct a prefabricated Modular Firing Range (MFR) to
support the Agency’s weapon system training and qualification needs. The MFR will be an indoor facility
featuring 360-degree ballistic containment, advanced ventilation, bullet traps, target systems, open shooting
lanes, lighting, communications, security access, control rooms with ballistic glass, entry vestibules/sound
locks, automation, anti-ricochet treatments, and comprehensive acoustic treatments.
Objectives: This contract will be administered by USSS Procurement, with construction management by
the USSS RTC Facilities Branch. For this Statement of Work (SOW), “Government” refers to the
Contracting Officer (CO), Contract Specialist (CS), or Contracting Officer Representative (COR);
“Contractor” refers to the Design/Build Contractor. The Government intends to award a firm fixed price
contract.
The Contractor shall design, fabricate, deliver, and assemble/install a modular firing range solution utilizing
offsite prefabrication to ensure quality, reduce onsite construction time, and minimize operational
disruption. The Contractor shall be responsible for complete offsite design, fabrication, delivery, and onsite
assembly/installation of the modular range system:
• In compliance with all current federal, state, and local codes (NIOSH, ASTM, OSHA, EPA, NFPA,
ETL 11-18).
• The project is Controlled Unclassified Information (CUI); however, the Contractor and affiliates
may not advertise or make endorsement claims regarding this procurement or project site. No
reference to the location or description of the space is permitted without written government
consent.
• All Contractor personnel must pass background checks and comply with JJRTC security protocols.
2. Scope and Project Description
Scope: The Contractor shall provide all personnel, equipment, materials, tools, transportation, supervision,
and resources necessary to fulfill the requirements of this Statement of Work. The scope includes, but is not
limited to, the following:
The Contractor shall design, prefabricate, transport, and install two adjoining, open 12-lane, 50-yard
Modular Firing Range (MFR) systems, the location specified by the JJRTC Facilities section at the JJRTC
campus, 9200 Powder Mill Road, Laurel, Maryland. The building shall have a footprint of approximately
19,800 square feet (50.4 feet by 392 feet). All design and fabrication shall occur at the Contractor’s facility
or an approved offsite location. After prefabrication, the Contractor shall deliver all components to the

designated federal site, assemble, install, and integrate the modules to provide a fully operational live-fire
facility (see Attachments).
The specifications in this SOW indicate the general location and arrangement of existing conditions. Before
submitting an offer or quote, it is mandatory that the Contractor visit the site and perform a detailed
investigation to determine the complexity of the work and the existing conditions affecting the work. This
includes investigation of surface and subsurface conditions during the design phase. Subsurface conditions
may include but are not limited to water, soil bearing capacity, pipes, conduits, soil instability, or other
conditions. The Contractor shall be responsible for mitigation of any surface or subsurface condition. These
conditions will not be considered under the Differing Site Conditions clause of this contract. FAR Clauses
52.236-2, Differing Site Conditions (AUG 2025) (DEVIATION 25-15) and 52.236-3, Site Investigation
and Conditions Affecting the Work (AUG 2025) (DEVIATION 25-15) are incorporated into this contract.
. The Contractor shall supply all personnel, equipment, tools, and materials needed for safe and efficient
assembly, transport, and re-installation as directed by the Government. The Contractor’s responsibilities
include:
• Site civil preparation, engineering, offsite fabrication, logistics, onsite assembly, utility
connections, foundation, and commissioning.
• Offsite design and engineering in compliance with all applicable codes and standards.
• Offsite fabrication and pre-assembly of structural, mechanical, electrical, ballistic, and specialty
systems.
• Logistics and transportation of modules to the installation site.
• Onsite assembly, installation, integration, utility connections, foundation design and anchoring, and
system commissioning.
• Compliance with site access, security, and safety requirements.
• Provision and installation of a dedicated transformer, sized to support all MFR electrical loads plus
20 – 30% additional capacity for future needs: coordination with Baltimore Gas & Electric (BGE)
for installation.
• Application for BGE permit within eight weeks of Notice to Proceed; submission of electrical load
calculations and transformer specifications for Government approval.
• Provision of all equipment, labor, and materials for installation, including crane and rigging
services.
• Final testing, inspection, and facility turnover to the Government.
