1 DESCRIPTION OF SERVICES:
The 89AW executes a no-fail executive airlift mission that depends on a highly trained and
continuously qualified aircrew force, requiring robust and realistic training capabilities to sustain
readiness for more than 430 aircrew members. To support this mission, the Wing is procuring
fuselage trainers that provide hands-on, high-fidelity training essential for safe and effective
aircrew operations. These trainers must be installed within an existing Relocatable Simulator
Shelter (RSS) on the installation; however, due to the size and configuration of the equipment,
temporary structural modification of an RSS is required to allow delivery and placement.
Contractor support is therefore necessary to remove a wall section to facilitate installation by the
fuselage trainer manufacturer and to restore the RSS to its original, fully functional condition
upon completion. The contractor shall provide all required personnel, equipment, tools,
materials, vehicles, supervision, and services necessary to perform RSS Modification and
Restoration for Fuselage Trainer Installation on Joint Base Andrews (JBA). Performance shall be
in accordance with all applicable laws, standards, instructions, executive orders, commercial
practices, and requirements contained in this Performance Work Statement (PWS).
2 SPECIFICATIONS

2.2 RSS MODIFICATION SPECFICATIONS
The contractor will provide an RSS installation team, equipment, tools and transportation to
remove and replace a portion of the rear wall section of an existing RSS (RSS #2) at Joint Base
Andrews. Specifically:
2.2.1. Remove roof caps, corner caps and sealant
2.2.2 Remove electrical from rear door, rear receptacles
2.2.3 Remove (5) structural insulated wall panels

2.2.4 Remove (1) horizontal i-beam
2.2.5 **Allow Fuselage Trainer Installation Team to Complete their Installation, then:**
2.2.6 Re-install (1) horizontal i-beam
2.2.7 Re-install (5) structural insulated wall panels
2.2.8 Re-install electrical to rear door, rear receptacles
2.2.9 Re-install roof caps, corner caps and sealant
2.2.10 Inspect & Test as needed to ensure RSS is structurally sound and working properly
2.2.12 The contractor will provide all materials, equipment, and manpower necessary to
complete the job.
2.2.13 The contractor is not required beyond normal hours of operation.
3 GENERAL INFORMATION:
3.1 HOURS OF OPERATION: The contractor shall perform the services required under this
contract during the following hours: 6:00 A.M. - 6:00 P.M., Monday through Friday excluding
Federal Holidays notated at https://www.opm.gov/policy-data-oversight/pay-leave/federal-
holidays/#url=2026 unless coordinated with the Contracting Officer or an authorized
Government representative associated with the contract. Any holiday rescheduling shall be at no
additional cost to the government and shall not be the basis for non-performance.
3.2 Security Requirements: All personnel employed by the contractor in the performance of
this contract, or any representative of the contractor entering the government installation, shall
abide by all security regulations of the installation. The contractor shall be responsible for the
action of any of their subcontractors and their employees who are working on JBA. The
contractor and subcontractor shall hire U.S. citizen(s) that are in possession of a valid State
driver’s license, birth certificate and or Real ID. If the employee is not a U.S. citizen, the
contractor and/or subcontractor may hire non-U.S. citizens if they are in possession of a Green
Card, Social Security Card, Resident Card, Work Visa, and State issued Identification Card. If
driving on base a State issued driver’s license is required. The Contractor shall ensure the pass
and identification items required for contract performance are obtained for employees and non-
government owned vehicles.
3.3 Weapons: Weapons of any sort are not authorized on JBA, this includes guns, knives,
swords, nunchucks, brass knuckles, or any other weapon that has a sole purpose to injure or
maim. Combination tools such as Leatherman and small pocketknives with folding blades less
than four inches are authorized if used in the performance of duty. Those found in violation of
this directive are subject to apprehension, criminal charges, and debarment from the installation.

3.4 Illegal Controlled Substances: The U.S. Federal government is the most vocal opponent of
the drug industry and it has set the de facto international standards regarding the legality and
illegality of different drugs. Illegal controlled substance and narcotics are not authorized on JBA
whatsoever. Controlled substances shall not be transported on the installation via vehicle or on
an individual person. Marijuana/cannabis, cocaine, crack cocaine, LSD, methamphetamine
(meth), heroin, anabolic steroids, psilocybin mushrooms, are some of the forbidden substances
(this list is not all-inclusive). Prescription medications are authorized for the person the
medication is issued; however, the medication must not be expired, and the label must clearly
indicate the name of …
