Requirements / Specification Document TITLE: Motion Capture Truss System Requesting Laboratory / Division / Group: Communications Technology Laboratory Public Safety Communications Research Division Advanced Communications Research Group (671.02) General Statement of Need: The National Institute of Standards and Technology (NIST) requires the design, engineering, and installation of a freestanding truss structure to support a motion capture (mocap) system. The system will provide a stable, ground-supported platform for high-precision video capture cameras and sensors. This acquisition includes a box-style perimeter with internal cross-beams and down-beams to allow for versatile mounting heights. The truss must be engineered to support specific distributed and point loads while minimizing vibrations that could interfere with data collection. The Public Safety Communications Division (PSCR) is part of the Communications Technology Laboratory (CTL) at NIST. PSCR’s primary mission is to drive the adoption and implementation of advanced communication technologies for the public safety community. This purchase is in direct support of the mission by providing a high-stability structural framework necessary for accurate motion measurement and research in public safety environments. Item Specifications and Quantities: Item 1: Freestanding Motion Capture Truss System Quantity: 1 Each Specifications: 1.1 A complete, engineered, freestanding ground- supported truss structure. Dimensions: The structure shall be approximately 38' L x 34' W x 10’, designed to fit within a 50' x 35' room. See Figure 1. Loading Capacity: The truss shall support a minimum of 650 lbs total distributed load, including specific point loads for motion capture cameras. Stability: The system shall be ground-supported and engineered to provide a rigid, minimal-vibration environment suitable for high-resolution video capture. The truss may be anchored to the floor or rely on support plates. Configuration: The structure shall consist of a box- style perimeter with internal cross-beams and internal down-beams to facilitate various mounting heights. Initial Design Requirements: The initial design must include cross-beams configured to support 60+ MoCap cameras covering the designated space. Ingress/Egress to the kitchen door and the right hallway must remain open. Hardware Compatibility: Main chords shall be compatible with standard 2" (50mm) clamps (e.g., Manfrotto Super Clamp). Engineering: The Contractor shall provide engineered drawings for the freestanding structure for NIST review prior to fabrication. Item 2: Engineering Review of Truss System Quantity: 1 Job Specifications: 2.1 The Contractor shall perform a structural analysis to ensure the design supports a minimum 650 lbs total distributed load plus camera point loads. Item 3: Engineering Review of Truss Mounting/Anchoring Quantity: 1 Job Specifications: 3.1 The Contract shall perform an engineering review of the anchoring or floor support prior to installation. Item 4: Installation of Truss System Quantity: 1 Job Specifications: 4.1 The Contractor shall install the approved truss system at the NIST Boulder Lab. The Contractor may bring in ladders, HVAC lifts and/or small scissor lifts to support the installation. The Contractor must protect flooring (e.g., carpet) if heavy equipment is operated in the space. NIST is committed to maintaining a work environment that safeguards the public and the environment, as well as personnel and property. If the award requires construction, demolition, excavation, renovation, or other work for which the contractor directs and oversees contractor personnel -- 1 of 5 -- Requirements / Specification Document (including subcontractors) at NIST-owned and operated sites, the contractor shall: Provide a detailed, site-specific Safety Plan to the contracting officer within 7 days after award that describes how the contractor will maintain a safe work environment and comply with applicable Occupational Safety and Health Administration (OSHA) standards, as well as with applicable state and local laws, standards, and codes. The Safety Plan shall specify how the company’s policies and practices will comply with each of the applicable standards, laws, and codes. The contracting officer will provide written comments regarding the plan to the contractor within seven (7) days of receipt and will require the contractor to submit a revised safety plan within seven (7) days after that to the contracting officer for their review. This cycle may be repeated, if necessary, until the contracting officer determines the safety plan to be acceptable. Provide all safety-related equipment required to perform the work under this award, including personal protective equipment (PPE) and other equipment that is required or appropriate to protect contractor personnel and other personnel on the NIST campus. Contractor-provided personal protective equipment shall include, at a minimum, hard hats, safety shoes, safety glasses (prescription or standard), respiratory protection (powered air purifying respirator or full- face mask respirator), high visibility clothing and gloves that meet applicable OSHA standards for PPE.
