Description

Performance Work Statement Military Sealift Command (MSC) Training Center West (TCW) San Diego, California New Training and Equipment Trailer / Removal of Old Training Trailer 1. General section: 1.1. Title of Acquisition: Removal of old trailer and installation of new trailer. 1.2. Scope of Work: The contractor shall provide all labor, supervision and equipment required to remove existing 40’ by 20’ trailer and installation of a new 40’ by 20’ or similar trailer that must fit in a 51’ wide area (see picture 9.1 below) with all electrical connections, water connections, HVAC system, and entrance stairs. 1.3. Background: TCW requires a trailer for storage and training. Existing trailer is unusable due to age and deterioration. New trailer will provide students and staff with a safe environment for training and storage of equipment. 1.4. Delivery Date: The government expects project completion between 17 July 2026 and 10 November 2026. The contractor shall be flexible and allow for their work to accommodate ongoing training sessions. The Government shall provide a firm training schedule to the contractor within 30 days of the commencement of work. 1.5. Contract type: Firm Fixed Price 1.6. Place of Performance: MSC Training Center West (TCW), 3294 Norman Scott Road, San Diego, CA 92136. 1.7. Work Hours: Work may be performed during normal business hours 7:00am-3:00pm weekdays, excluding federal holidays. Work shall be scheduled by agreement between the TCW Representative and contractor/service contractor. 2. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES 2.1. The contractor shall remove the existing 20’ by 40’ office trailer to include: 2.1.1. Providing the personnel and equipment to disassemble, transport, and discard. 2.1.2. Disconnect the existing HVAC system. 2.1.3. Disconnect water and drainage connections. 2.1.4. Disconnect power. 2.1.5. Remove and discard stairs and skirting. 2.2. The contractor shall provide, install, and set up a new 20’ by 40’ office trailer to include: 2.1.1. Providing all equipment and personnel to make it serviceable and complete the job. 2.1.2. Provide a 24000 BTU HVAC system. 2.1.3. Provide and connect stainless steel utility sink with 8’ countertop along with a dishwasher that is connected to water and drainage connections in corner of side wall (see drawings below 9.3) 2.1.4. Provide and connect power. 2.1.5. Provide, install and assemble stairs and skirting. 2.1.6. Trailer will have two (2) Entrance Doors on one 40’ side facing the yard. 2.1.7. Trailer may have a windows. 2.1.8. Trailer will have two (2) 120 Volt power receptacles per wall evenly spaced. 2.3. The contractor shall provide qualified personnel to complete all work and purchase all parts / materials required. The contractor shall complete the work required under this PWS in 121 calendar days or less from the agreed upon work start date, unless otherwise directed by the Contracting Officer (KO). If the contractor proposes an earlier completion date, pending Government approval, the contractor’s proposed completion date shall prevail. 2.4. Contractor shall comply with all requirements set forth by National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA) and the Joint Commission, to include NFPA 70: National Electric Code and NFPA 101; Life Safety Code. Further, the contractor shall follow safety precautions including the use of personal protective equipment (i.e. proper attire, hard hats, gloves, and eye protection). 2.5. The contractor shall clean up and leave the work area free of trash and debris daily. There shall be no tools left unattended in the work area. 3. REPORTING 3.1. For services performed after hours, the contractor’s technician is to report to the lead Civilian Mariner (CIVMAR), for agreed upon time schedule. 3.2. After work is completed, the contractor will submit in writing, a complete report of work performed regarding this project. The Supervisor, or his designee, must sign the report before the trailer is turnover to MSC. 4. CHANGES TO PERFORMANCE WORK STATEMENT 4.1. Any changes to this PWS shall be authorized and approved only through written correspondence from the KO. A copy of each change will be kept in a folder along with all other pertinent information. Costs incurred by the contractor through the actions of parties other than the KO shall be borne by the contractor. 5. CONTRACT AWARD MEETING 5.1. The contractor shall meet with the Government’s Technical Point of Contact (TPOC) prior to the commencement of tasks within this Performance Work Statement (PWS). 6. CONTRACTOR RESPONSIBILITIES 6.1. Contractor shall be responsible for placing the trailer in the proper location as express TCW Director. 6.2. Contractor shall ensure all electrical connections meet the NFPA 70: National Electric Code. 6.3. Contractor shall provide a written report including discrepancies from the TCW Representative punch list, signed by the Site Manager, to the Government TPOC stating the trailer is in proper working order before leaving the work site when the project is finished. 6.4. Contractor shall be responsible for any damage caused by the contractor to Government property during the project. 7. SECURITY 7.1. Contractor shall comply with security measures as required by the Commander, Military Sealift Command (COMSC) to include wearing appropriate identification badges. Contractor is responsible for procuring access to Naval Base San Diego, all contracted personnel must have a current Real ID or valid Passport to gain access to the base. 8. Key Personnel 8.1.
