This is a Sources Sought Notice only
This is not a solicitation, request for proposal (RFP), or request for quotation (RFQ). This notice is issued solely for market research purposes in accordance with FAR Part 10 to determine the availability of qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of meeting the Government's requirements.
The Indian Health Service (IHS), Navajo Area Office, is seeking information from firms interested in providing National Diabetes Prevention Program (National DPP) Lifestyle Coach Training using the CDC-recognized PreventT2 curriculum.
Background
The Navajo Area Indian Health Service provides healthcare services to more than 200,000 members of the Navajo Nation throughout Arizona, New Mexico, and Utah. Through the Special Diabetes Program for Indians (SDPI), the Navajo Area seeks to increase local capacity for diabetes prevention by training healthcare professionals to deliver evidence-based lifestyle intervention programs.
Requirement
The Contractor shall provide one (1) two-day, in-person National DPP Lifestyle Coach Training for approximately 18 participants utilizing the CDC-recognized PreventT2 curriculum.
The Contractor shall:
Provide qualified instructors experienced in the CDC National DPP Lifestyle Change Program.
Provide all instructor and participant training materials.
Conduct the training at a location designated by the Navajo Area IHS.
Utilize current CDC-approved PreventT2 curriculum.
Provide interactive instruction including demonstrations, group discussions, multimedia, and technical assistance.
Provide participant resources and toolkits.
Coordinate all logistics with the Government.
Submit a final report summarizing training outcomes and evaluations.
Issue Certificates of Completion and Continuing Education Units (CEUs), when applicable.
Training participants will include public health professionals, nurses, dietitians, pharmacists, physicians, physician assistants, diabetes educators, health promotion specialists, nutritionists, fitness specialists, and other healthcare personnel involved in diabetes prevention activities.
Contractor Qualifications
Interested firms should demonstrate:
Experience delivering CDC-approved PreventT2 or equivalent National DPP curriculum.
Minimum one year of experience providing diabetes prevention or lifestyle coach training.
Certified National DPP Lifestyle Coaches, Master Trainers, or equivalent instructors.
Experience providing adult professional education.
Experience conducting in-person training.
Affiliation with a CDC-recognized National DPP organization.
Ability to issue Certificates of Completion and CEUs when applicable.
Experience working with American Indian and Alaska Native communities.
Ability to deliver culturally responsive training.
Indian Economic Enterprise Set-Aside Determination
The Government is conducting market research to determine whether sufficient qualified Indian Economic Enterprises (IEEs) or Indian Small Business Economic Enterprises (ISBEEs) exist to support an acquisition under the Buy Indian Act (25 U.S.C. §47) and the implementing regulations contained in FAR Subpart 26.1 and HHSAR Subpart 326.6.
Interested vendors shall indicate whether they qualify as:
Indian Economic Enterprise (IEE)
Indian Small Business Economic Enterprise (ISBEE)
Capability Statement
Interested firms shall submit a capability statement not exceeding five (5) pages that includes:
Company name, address, UEI, and CAGE Code.
Point of contact information.
Business size under NAICS 611430.
Socioeconomic status.
Confirmation of IEE or ISBEE eligibility.
Description of experience performing similar training services.
Description of instructor qualifications and certifications.
Experience using the CDC PreventT2 curriculum.
Experience working with Tribal or American Indian/Alaska Native communities.
Examples of similar contracts performed within the past five years, including contract number, customer, dollar value, and period of performance.

Responses shall be submitted electronically to the Contracting Officer no later than Thursday, July 23, 2026.
