It does not limit the work required under the project drawings and specifications. The work of this project involves removal of a navigation obstruction from the Federal Channel in Portland, Maine. Works includes mobilization and demobilization of marine plant and equipment as necessary, removal of the navigation obstruction from the channel and from the water, and disposal of the obstruction at a land location secured by the Contractor and certified to accept disposal. The obstruction designated for removal appears to be a wood and metal piling with fendering in place. The pile is embedded at an angle in the channel bottom, with the high end reaching elevation -30.8 feet MLLW in the -35 foot MLLW deep channel. Approximately 32 feet of the pile is exposed above the mudline of the channel bottom. The full length of the pile is unknown. The intact fendering is at the mudline. The wood of the pile is anticipated to have been creosote-treated. The objective of the pile removal is to remove the full length of the pile, from above the mudline and below, from the water and handle, transport and dispose of the pile and associated items at a land location in accordance with Federal, state, and local laws, rules, and regulations pertaining to handling, transportation and disposal of creosote-treated materials. The Contractor must confirm the removal of the piling with photographic evidence at the channel bottom in the location of the pile removal. If, in the opinion of the Contracting Officer, the Contractor has shown that removal of the full pile is not possible after attempts at full removal have failed, the pile may be cut below elevation -35.5 feet MLLW with the portion below -35.5 feet MLLW remaining in place. The pile above -35.5 feet MLLW shall be removed and disposed of as stated above. The Contractor shall perform the work in strict accordance with the contract drawings and specifications and provide all supervision, plant, labor, materials, equipment, safety, and quality control necessary to perform all operations as necessary to accomplish the work, complete. The Contractor is responsible for providing and utilizing appropriate plant and equipment to remove and dispose of the navigation obstruction. 1.2 PERIOD OF PERFORMANCE The period of performance is defined in the SPECIAL CONTRACT REQUIREMENTS, Subpart COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK.
