Navy Medical Modeling and Simulation Training Program Support PERFORMANCE WORK STATEMENT SCOPE: The Navy Medical Modeling and Simulation Training (NMMAST) services are based upon mission requirements and directives from the Navy Surgeon General (SG) and Naval Medical Forces Development Command (NMFDC). The NMMAST Program Management Office (PMO) centralizes, coordinates, and consolidates medical modeling simulation training requirements as appropriate for Navy Medicine Force Generation and Development in support of Operational Expeditionary Medicine Systems (EXMEDS) training, integrated medical exercises, initial skills acquisition, and sustainment of medical knowledge, skills, and abilities. Such training does not involve the direct evaluation or hands-on treatment of live human patients. The integration of modeling simulation devices and technologies into medical readiness training is imperative in pursuit of high reliability at the organizational level and aligns with Navy SG’s priorities. This performance work statement defines the administrative and technical support services in support of the NMMAST Program to meet mission critical objectives. Background The NMMAST program mission is to identify, evaluate, validate, and oversee the use and implementation of new and emerging advanced learning technologies and methodology to support NAVMED Surgeon General’s initiative to provide medical & modeling simulation training support under BSO-18, fleet, and fleet marine forces. Due to the worldwide distribution the education and training materials being developed for delivery at but not limited to the locations listed in Section 5. Period of Performance (POP): Base Year 10 December 2026 to 09 December 2027 Option Year 1 10 December 2027 to 09 December 2028 Option Year 2 10 December 2028 to 09 December 2029 Option Year 3 10 December 2029 to 09 December 2030 Option Year 4 10 December 2030 to 09 December 2031 Option to Extend Services The government may unilaterally extend services for up to six months under FAR 52.217-8 (Option to Extend Services). Extension pricing will be based on the current year's rates. This clause applies to the base year and all four option years. The Contracting Officer (CO) will consider quality of the Contractor’s past performance under this contract IAW 48 Code of Federal Regulations (CFR) 517.207 SUMMARY OF REQUIREMENTS: The Contractor shall specialize in both the technologies and methods used in the planning, preparation, and execution of simulation-based healthcare training and education events that involve realistic, immersive replications of real-life work processes, scenarios, and tasks through simulation equipment or tools. The Contractor provides administrative and technical support of the daily operations that includes administrative, technical support, logistics, accountability and upkeep, and tasks associated with learning events to faculty, instructors, and staff. 2.1 Operational Training: Program and Logistics Support 2.1.1 The Contractor shall provide program and logistical support to the NMMAST PMO, Tactical Combat Casualty Course (TCCC) Program Directorate, and supported simulation sites with contract support staff assigned and medical modeling and simulation (MM&S) programs. 2.1.2 The Contractor shall serve as the liaison for issues with contract support staff. 2.1.3 The Contractor shall provide logistical support to the daily operations of the simulation training program. 2.1.4 The Contractor shall perform site visits as needed to meet NMMAST program objectives, utilizing stipulated site visit checklists, and working cooperatively with the applicable Program Office (Program Analysis, Curriculum, Program Administration, ILE/IMM/IM/IT, Medical Logistics, and Site Simulation Center leadership) to identify operational needs in the field and develop recommendations to address shortfalls. All identified concerns will be addressed and documented in monthly meeting minutes. Travel for site visits may be required up to twice a year for no more than three days at a time. 2.1.5 The Contractor shall ensure reasonable timeliness of response, from time of customer request for operational/corporate support/assistance – response within 3 business days and resolution of issues within 30 calendar days. Program management must be notified of any deviation from this schedule prior to missed suspense. 2.1.6 The Contractor shall attend all strategic planning meetings and teleconferences, as well as meetings and conferences for the purpose of improving the NMMAST Program, NMMAST administration and logistics-related activities. This includes providing timely updates on the status of assigned objectives and tasks. 2.1.7 The Contractor shall interact with vendors to obtain current market research information on specific equipment to support training requirements and to keep management up to date on technological advances in the industry. 2.1.8 The Contractor shall provide consultative assistance to simulation sites on simulation set-up and to program management regarding future site expansion. Such assistance shall include collaborating with designated sites’ Operations and Maintenance Staff/Facilities on preparations for standing up new simulation centers. 2.1.9 The Contractor shall assist sites in defining equipment requirements based on training objectives, shortfalls, and recommending appropriate courses of actions to NMMAST PMO and TCCC Director. 2.1.10 The Contractor shall assist sites in defining funding and equipment requirements, based on training goals, and work cooperatively with Program Administration and Medical Logistics in efforts to satisfy these identified requirements.
