Combined Synopsis Solicitation Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) NCC Coating Services 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.202 Publicizing Contract Actions, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. 2. PSNS & IMF, located in Bremerton, WA, is requesting proposals for the requirements listed in the attached Performance Work Statement (PWS). 3. Scope: The Contractor shall NCC coat the Government furnished connectors insert with NCC coating IAW NAVSEA S9320-AM-PRO-30_MLDG Rev. 03. NCC Coat connector inserts: M24231/1, M24231/2, M24231/3, M24231/4, M24231/23, M24231/7, M24231/8. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary. Solicitation # N4523A26Q0813 is a Request for Proposal (RFP). 4. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Published March 13, 2026, and Defense FAR Supplement (DFARS) Publication Notice May 7, 2026. 5. This requirement is a Total Small Business Set-Aside. Only those small businesses that meet the NAICS code size standard will be considered for award. 6. The associated North American Industry Classification (NAICS) code is 332812: Metal Coating, Engraving, and Allied Surfacing Services for the Trade. The Product Service Code (PSC) is J020: Maintenance, Repair, and Rebuilding of Equipment: Ship and Marine Equipment. 7. PSNS&IMF requires connectors that are required for outboard (wet) service are required to be coated with a non-conductive ceramic (NCC) coating prior to having the final encapsulation placed on it. The NCC Coating is not a standard coating applied to stock system connectors and requires having this applied. Because this requirement is a NAVSEA requirement, it needs to be accomplished via contract. Please see additional details within the Performance Work Statement (PWS). 8.
