PERFORMANCE WORK STATEMENT (PWS) Project: Installation and Certification of Phase 1 Hangar Compressed Air and Breathing Air Infrastructure Location: C-130 Hangar, Patrick Space Force Base (PSFB), FL 1.0 Background and Objective The newly constructed single-bay C-130 hangar (33,583 Sq Ft facility) at Patrick SFB requires a centralized compressed air generation system to support general aircraft maintenance hangar, an attached machine shop, fabrication shop, and future paint and blast booths. Note: The Paint Booth and Blast Booth are scheduled for future installation, all rooms are currently ready to receive compressed air. The objective of this contract is to procure, install, connect, commission, and medically certify the primary air generation equipment and Grade D breathing air manifolds up to the designated facility drop points, ensuring the infrastructure is fully operational and certified prior to the arrival of the booths. 2.0 Scope of Work The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to install a complete, functional compressed air and breathing air generation system. The Contractor shall tie the new generation equipment into the new already installed facility distribution piping, install isolation valves at future equipment locations, perform simulated load testing, and support final health and safety certifications. 3.0 Performance Requirements 3.1 Compressed Air Generation Plant • Capacity & Type: The Contractor shall install an oil free Rotary Screw air compressor Variable Speed Drive capable of delivering a sustained 500 to 600 CFM. • Operating Pressure: The system shall maintain a consistent discharge pressure of 125 PSI. • Storage: The Contractor shall provide and install an appropriately sized wet/dry receiver tank system (minimum 600-gallon capacity) to buffer future high-demand surges from concurrent blast booth and paint booth operations. 3.2 Air Treatment (Shop Air) • Drying & Filtration: The Contractor shall install a refrigerated air-drying system and coalescing/particulate filters capable of treating the full CFM load to meet ISO 8573-1 Class 1-2-1 air quality standards. • Condensate Management (Environmental Compliance): synthetic compressor lubricants and yield an effluent containing 15 ppm or less of total oil and grease 3.3 Breathing Air Purification System (Preparation for Future Booths) • Point-of-Use Manifolds & Stub-Outs: The Contractor shall install dedicated breathing air purification manifolds at the pre-designated facility drop points for the future Paint Booth and Blast Booth. -- 1 of 5 -- • Termination: Because the booths are not yet installed, the Contractor shall terminate these manifolds with heavy-duty isolation valves and test-port fittings/quick-disconnects. • Future Capacity: The manifolds must be sized to support future loads (Blast: 2 users at 15-20 CFM each; Paint: 2 users at 4-15 CFM each) and be compatible with future Vortex cooling tube attachments (device that can be integrated into a supplied-air respirator (SAR) to cool or heat the incoming breathing air). • Filtration & Monitoring: Systems must include multi-stage filtration (particulate, oil, and activated carbon for organics) and feature continuous in-line Carbon Monoxide (CO) monitors equipped with audible and visual alarms set to trigger if CO levels exceed 10 ppm. 3.4 Integration, Simulated Testing, and 45th BEE Certification • System Tie-In: The Contractor shall connect all new generation and purification equipment to the existing facility distribution piping and perform leak testing on all new joints. • Simulated Load Testing: Because the booths are not present to draw air, the Contractor shall conduct a full-load operational test using simulated loads (e.g., utilizing flow- meters, orifice plates, or safe atmospheric venting diffusers). The Contractor must physically demonstrate the compressor plant can sustain the required 500-600 CFM at 125 PSI without system failure or excessive pressure drop. • The contractor shall utilize OSHA-compliant mufflers/silencers during testing to maintain noise levels below hazardous thresholds. • Contractor Preliminary Air Test: The Contractor must procure a 3rd-party laboratory air sample test drawn from the manifold test ports, proving the system produces OSHA Grade D air per 29 CFR 1910.134. • 45th Bioenvironmental Engineering (BEE) Survey (MANDATORY): • Upon successful simulated testing, the Contracting Officer Representative (COR) will schedule an official bio-survey with the 45th Medical Group Bioenvironmental Engineering (BEE) office. • The Contractor must be on-site to operate the system, demonstrate CO monitor calibration, and assist BEE personnel in taking their independent air samples directly from the breathing air manifold test ports. • Final Acceptance is strictly contingent upon the system passing the 45th BEE survey and receiving official written clearance. 4.0 Deliverables Deliverable Description Due Date Equipment Submittals Manufacturer spec sheets for compressor, dryer, tanks, and breathing air manifolds. 15 days after contract award Simulated Test Plan Detailed plan showing how the Contractor will safely vent/simulate the 500-600 CFM load for testing. 30 days prior to testing -- 2 of 5 -- Contractor Air Quality Test 3rd-party lab report verifying OSHA Grade D air from the manifold test ports. 10 days prior to BEE survey 45th BEE Survey Support On-site technical support during the 45th BEE bio-survey. Scheduled via COR O&M Manuals Two (2) physical copies and one (1) digital copy of all Operations and Maintenance manuals. At final system handover Site Training One training session for up to five (5) DoW personnel on system operation, PM checks, and CO monitor calibration.
