Work includes but is not limited to pulverizing the entire existing chip seal surface to a depth of 6” and reshaping the road template. Maintaining, extending, repairing, installing and/or removing existing culverts. Reconditioning the ditch lines, including lead-out ditches, and clearing roadside vegetation. Removing all existing signs/posts and installing new sign systems per the new sign schedule. Additionally, the base contract will include the segment of the road from milepost 0.69 to milepost 9.47 receiving a 3” layer of asphalt over a 4” layer of aggregate base. If funding allows, the optional items will be funded in the order listed in the schedule of items. Optional item work includes adding 4” aggregate surface course for the remaining 9.34 miles, application of a dust palliative over the entire last 9.34 miles of aggregate surface course, application of a fog seal over the first 8.8 miles followed by a single penetration chip seal over the fog seal. Contractor shall furnish all materials, equipment, labor, transportation and supplies necessary to complete the work associated with the project. The Contractor shall furnish labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract. Project Location Gila National Forest, Reserve Ranger District, Catron County, New Mexico. Project is located southeast of Reserve, New Mexico. From Reserve, New Mexico, travel south on NM 435 for approximately 5.2 miles to the beginning of NFSR 141. Continue on NFSR 141 for approximately 0.7 miles to the first cattleguard, the beginning of the project. Continue on NFSR 141 for approximately 18 miles to the end of pavement, end of project. Period of Performance The period of performance for this project is 270 calendar days upon issuance of Notice to Proceed. Traffic Control and Road Closure Requirements – NFSR 141 Repaving Project   The Contractor shall maintain traffic flow and provide safe access for emergency responders, Forest Service personnel, and the public to the maximum extent practicable throughout the project duration.   1. Lane Closure and Emergency Access Requirements   The Contractor shall maintain one lane open to traffic whenever feasible to allow emergency access and minimize disruption to public and administrative use. Single-lane closures shall be controlled by flaggers or temporary traffic signals in accordance with the approved Traffic Control Plan (TCP).   2. Traffic Control Plan (TCP)   The Contractor shall submit a detailed Traffic Control Plan for single-lane closures to the Forest Service for review and approval prior to beginning construction activities. The TCP shall comply with the Manual on Uniform Traffic Control Devices (MUTCD) and all applicable federal, state, and local regulations.   3. Full Road Closures   Full road closures are authorized under the following conditions: Monday through Friday, 6:00 AM to 6:00 PM, when required for construction operations. Potential full-day closures on Tuesdays and Wednesdays (24-hour closure) when necessary for paving operations, curing, or other construction constraints. If a full-day closure is not required on Tuesday and/or Wednesday, the Contractor shall notify the District Ranger in advance of the change.   4. Weekend Access   The Contractor shall ensure both lanes are open to traffic on weekends (Saturday and Sunday). No full closures are permitted on weekends unless approved in writing by the Contracting Officer (CO).   5. Unscheduled Full Closures   If an unscheduled full road closure becomes necessary, the Contractor shall notify the Forest Service Contracting Officer’s Representative (COR) and the District Ranger at least seven (7) calendar days in advance and obtain written approval prior to implementing the closure.   6. Portable Changeable Message Signs (PCMS)   The Contractor shall furnish and maintain three (3) electric Portable Changeable Message Signs (PCMS): One sign at the southern project approach. One sign at the northern project approach. One sign at Horse Springs.   Signs shall be placed at standard advance warning distances, with locations coordinated with and approved by the local Forest Service office, and display messaging compliant with MUTCD and all applicable state and federal regulations. Message content shall be coordinated with and approved by the Forest Service COR prior to deployment.   7. Period of Performance   The period of performance for this project is 270 calendar days, with substantial completion required by [INSERT DATE].   Catron County has a scheduled roadway project on New Mexico State Highway 435, which terminates at the south end of NFSR 141 for a 120-day period following this completion date, and the Contractor must coordinate activities to avoid conflict.   8. Failure to Meet Completion Date   If the Contractor fails to complete work by [INSERT DATE], the Contractor shall either: Reroute project access and operations via [INSERT ROAD NAME AND DIRECTION], subject to Forest Service approval, or Suspend operations and remobilize after completion of the Catron County project.   All additional costs associated with rerouting, demobilization, and remobilization shall be borne by th
