Payment Schedule   BACKGROUND INFORMATION  The National Institute of Standards and Technology (NIST) is a government scientific research facility located in Gaithersburg, MD. The facility buildings largely date to the early 1960’s. NIST operates a Central Utility Plant (CUP) to deliver several site-wide utility services to the campus buildings. Primary amongst that service is the production of high-pressure steam. This steam production consists of 6 standard boilers and a high efficiency COGEN system. Loss of the capability to provide steam to the NIST Campus jeopardizes the national mission NIST is tasked with. Most boiler repairs, piping, and associated repairs within the NIST CUP involve American Society of Mechanical Engineers (ASME) certified welding, and a R-Stamp from the American society of Mechanical Engineers (ASME) The “R” stamp is required for boiler shell and internal repair. This contract operates off a fixed dedicated allocation. The contractor is only paid for authorized services, as needed and approved by the government. PURPOSE NIST is seeking an ASME “R” stamp qualified boiler repair and welding contractor to perform high pressure steam piping and boiler repair and mobile welding operations on a 24/7/365 callback basis for urgent CUP repairs and limited other repairs in site steam manholes and other spaces on a as needed basis. PLACE OF PERFORMANCE Work is primarily located at building 302, NIST, Gaithersburg, Maryland. REGULAR BUSINESS HOURS Regular business hours are Monday through Friday, 6 AM to 6 PM Eastern Time, excluding Federal holidays and NIST closures. PERIOD OF PERFORMANCE   The period of performance for this project is for the base year, and up to four option years. Base Year: 08/01/2026-07/31/2027 Option Year 1: 08/01/2027-07/31/2028 Option Year 2: 08/01/2028-07/31/2029 Option Year 3: 08/01/2029-07/31/2030 Option Year 4: 08/01/2030-07/31/2031 6. GENERAL REQUIREMENTS A notice to proceed / kick-off meeting cannot be held until the safety plan is approved. Within 10 days of Notice to Proceed provide submittals for contract materials. Within 7 days of notice to proceed, provide a schedule for contracted work. Contractor shall provide COR a weekly update (**) on all project activity via email with the following information due on the Tuesday after the week being reported on: Adherence to projected schedule (on time or other) Daily employee list and hours Major work activity Task completion percentages Problems encountered Changes to scope or methodology Change orders (Pending, presented, and completion on project (%) Other items that affect timely completion of contracted work or project conditions. Due Thursday by 2Pm during the term of contract. (**) During periods of inactivity the contractor shall submit an abbreviated report. The Contractor(s) shall be on the NIST grounds only between the hours of 6:00 a.m. and 5:30 p.m. (normal work hours) on normal Federal work-days. Should the Contractor(s) desire to work at times other than those specified above, the dates and hours must be scheduled in advance and approved by the NIST Security Office through the Contracting Officer. After hours work will require a government approved escort 100% of the time. Contractor personnel are required to wear identification badges at all times on the NIST grounds. The Gate “F” at the National Institute of Standards and Technology site shall be used for material supply and personnel by the Contractor and subcontractors unless otherwise directed by the COR or during out of hours access. SPECIFIC REQUIREMENTS TASK 1: General Conditions The Contractor shall provide all labor, transportation, materials, facilities, equipment, and personnel necessary to provide on-call critical maintenance/repair for six high pressure power boilers and the CoGen and/or their support systems and other associated systems. Boiler repairs include but are not limited to welding repairs on water wall tubes, economizer tubes, generating tubes, pier tubes, front header, sidewall headers, rear header, mud drums, steam drums, power piping, blow down drains, valves, safeties, hand holes, manholes, baffle…
