Quotes are being requested and a separate written solicitation will not be issued. Solicitation no. 75H71026Q00242 is issued as a/an for quotation (RFQ) for the rental of a mobile, expandable Sterile Processing Department (SDP) unit. Addenda are included. (1) Volume I – Label “Administrative Documents.” Submit a signed and dated SF-1449, including all completed Standard Form 30 amendments (if any). Quotes that fail to provide the required signed and dated documents, or reject the terms and conditions of the solicitation, may be excluded from consideration. Submit one (1) copy. (2) Volume II – Label “Technical Proposal.” Offerors shall provide a detailed technical description of the offered expandable mobile sterile processing unit and all associated equipment components. The description must demonstrate compliance with the requirements outlined in Section 5.0 Technical Requirements, Section 5.1 Mobile Sterile Processing Unit Equipment, Section 5.2 NNMC Utility Infrastructure Connection, and Section 5.3 NNMC Process Water Quality Requirements. The volume shall include product literature, drawings, floor plan, workflow diagram, and other supporting documentation that demonstrate how the proposed solution meets or exceeds NNMC’s requirements. The volume shall include a detailed plan for on-site training and any online training necessary for sterile processing unit staff. Additionally, the technical proposal shall provide a comprehensive delivery, installation, and commissioning schedule that meets or exceeds the anticipated timeline, including key milestones and dates. Submit one (1) copy. NO PRICING INFORMATION SHALL BE INCLUDED IN VOLUME II. (3) Volume III – Label “Price.” Provide a price breakdown for the base year and each of the four (4) option years, including: o Rental cost of the mobile sterile processing unit o Preventive maintenance and technical support o Training costs o Any other charges required to fulfill the contract requirements. This shall include a narrative supporting the total proposed price, identifying cost components such as equipment, labor, delivery, installation, preventive maintenance, and training. Submit one (1) copy. Submission Format: -- 2 of 25 -- Rev. 04/29/2026 • All documents must be submitted in PDF format. • Each volume should be submitted as a separate file with clear label (e.g. Volume I “Administrative Documents,” etc.). • The email subject line should reference the solicitation number and offeror name. Failure to adhere to these instructions may result in the rejection of the quote. The provision at 52.212-2, Evaluation – Commercial Products and Commercial Services (NOV 2025)(DEVIATION), applies to this acquisition. The following factors shall be used to evaluate quotes: (a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: 1. Technical capability to meet the requirements listed in the Performance Work Statement 2. Compatibility with NNMC utility and water quality requirements 3. Ability to adhere to the Period of Performance schedule 4. Price (b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
