Frontage Rd., Rio Rico, AZ, 85648. 1.2 General This is a non-personnel services Contract for the procurement and installation of Hach online sensors, controllers, and associated equipment, and connect the sensors to SCADA. The Government shall not exercise any supervision or control over the Contract service providers performing the services herein. Such Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.3 Description of Services The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for the procurement, installation, and testing of the specified Hach sensors, controllers, and associated equipment, and replace existing Hach equipment as instructed as defined in this Performance Work Statement except for those items specified as government furnished property, equipment and services. The contractor shall perform to the standards in this contract. 1.4 Objective A. Procure and install specified Hach sensors, controllers, and associated equipment in designated locations and connect sensors to SCADA, and test sensors to meet the plants operations, maintenance, and environmental control requirements. Contractor shall provide a price breakdown for the items listed and not listed below but submitted as necessary under this contract. Include a price breakdown for the removal and installation services. B. The Contractor shall remove and replace existing Hach sensors, controllers, cables, and associated hardware and install new sensors, controllers, cables, and associated hardware as indicated by the Nogales International Wastewater Treatment Plant. 1. Headworks: a. Remove existing (1 ORP sensor, 1 pH sensor, cables, and mounting hardware). b. Install new (1 pH sensor, 1 ORP sensor, 1 Ammonium/nitrate sensor, 1 SC4500 controller, cables, and mounting hardware). c. Connect sensors to SCADA system located in building 102. 2. Aeration Basin: a. Remove existing (15 LDO2 sensors, 3 ORP sensors. 9 SC200 controllers, cables, and mounting hardware). b. Install new (15 LDO2 sensors, 3 ORP sensors, 1 inductive conductivity sensors, 3 UV nitrate sensors, 1 ammonium/nitrate sensor, 12 SC4500 controllers, and mounting hardware). c. Connect sensors to SCADA system located in building 102. 3. Remove existing (1 nitratax sensor, cables, and mounting hardware). b. Install (1 ammonium/nitrate sensor, 1 solitax turbidity (0.001- 4000 NTU) and suspended solids (0.001-50 g/L) sensor, 1 inductive conductivity sensor, 1 pH sensor, 2 SC4500 controllers, and associated mounting hardware). c. Connect sensors to SCADA system located in building 102. 4. Clarifiers: a. Install (3) sonatax sludge level/sludge height probes with sc4500 controller, cables and associated mounting hardware (one per clarifier). b. Connect sensors to SCADA system located in building 102. 5. RAS Line: a. Install (1 Solitax highline sc turbidity and suspended solids insertion probe with wiper, stainless steel, SC4500 controller, cables, and mounting hardware. b. Connect sensor to SCADA system located in building 102. All equipment should be delivered to the NIWTP, and the contractor shall install all equipment and bring it up to operational status. Electrical, water, drainage, and disposal containers are all available on-site. 1.5 Project Location A. USIBWC Nogales International Wastewater Treatment Plant (NIWTP), located at 865 E. Frontage Rd., Rio Rico, AZ, 85648. -- 4 of 15 -- USIBWC Nogales International Wastewater Treatment Plant, Rio Rico, AZ Hach Sensor and Controller Upgrade Performance Work Statement Page-4 of 14 B. The work is located completely within the United States. 1.6 Period of Performance A. The period of performance shall be for a maximum of (180) days after the contract has been awarded to the Contractor. 1.7 Investigation of Site Conditions A. Contractors are encouraged to attend an agency organized site visit. Site visits may be scheduled by contacting Albert Flores at 520-281-1832 or cell 520-551-6564 or email Albert.Flores@ibwc.gov. While attending the site visit all contractors must adhere to personal protective equipment (PPE) steel toe footwear and hard hats. Contractors will not be permitted access to IBWC facilities without proper PPE. Office hours are Monday through Friday, 7:30AM to 4PM, excluding Federal holidays. Train tracks and Union Pacific switching station are sometimes occupied and blocking access/ egress to the plant. Alternative dirt road access is available. B.
