LiDAR Scanner for GeoBase Section, 56 CES/CENME

1. Overview
The purpose of this procurement is to upgrade existing 56 CES legacy scanning equipment to enhance
the installation's ability to maintain and preserve critical infrastructure. The procured equipment will
enable the 56 CES to conduct high-fidelity scans of all facilities and generate highly accurate floor plan
drawings.
This modernization effort directly supports multiple mission areas:
• Real Property: Space-use accountability and justification for accurate yearly sustainment
funding.
• Force Protection: Development of accurate fire evacuation plans for the Fire Department and
enhanced situational awareness/reduced response times for Security Forces.
• Maintenance & Sustainment: Support for HVAC, plumbing, electrical, and structures shops
during periodic maintenance.
• Engineering & Contracting: Accurate baseline data for building renovations, facility manager
utilization, and Engineering Flight upgrades.
• Mishap Investigations: High-detail environmental capturing during potential aircraft mishap
surveys and investigations.
Salient Charistics 2.0 Minimum Equipment Requirements (Salient Characteristics)
The vendor shall provide a Tripod-Mounted Laser Scanner (specifically the FARO Focus
Core replacing the legacy FARO S150) that meets or exceeds the following technical specifications:

3.0 Software & Compatibility Requirements
To prevent duplication of cost and ensure continuity of operations, no new operational software will be
purchased. The procured hardware must be 100% compatible with the Government's existing software.
• Existing Software: FARO Scene and FARO As-Built.
• Data Processing: Scans must be natively processed within these programs.
• Auto-Classification: The scanner's data/software integration must be capable of auto-
classifying scan regions and removing "noise" points. This feature must automatically assign
properties to point cloud regions based on their type (e.g., surface data, trees, buildings,
poles, vegetation).
4.0 Warranty, Sustainment, and Trade-In
• Warranty: The vendor must provide a 5-year comprehensive warranty that includes parts and
labor for all repairs, as well as an annual cleaning and system calibration for the duration of the
5-year period.
• Trade-In Credit: The vendor's price quote must include and reflect a trade-in credit for the
following existing Government equipment (if available/applicable):
• FARO S150 Scanner
• FARO Free Style 2
• FARO Scan Plan
5.0 General Vendor Instructions
The vendor shall thoroughly review this Statement of Need to ensure full understanding of the required
equipment functionality and capabilities. The vendor must advise the Contracting Officer of any
potential problem areas prior to submitting a quote. No alterations, additions, or deletions to these
requirements shall be made unless prior written approval is provided by the Contracting Officer. The
vendor must obtain written approval from the Contracting Officer prior to conducting the transaction.
