Title: Supply and Delivery of Laboratory Gases and Cryogenic Liquid Services for NCATS
Facilities
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance
with the format in Subpart 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued.
(ii) The solicitation number is 75N95C26Q00003 and the solicitation is issued as a Notice of
Intent (NOI) of a non-competitive (notice of intent) combined synopsis solicitation to
award a contract or purchase order without providing for full or open competition
(including brand-name).
This acquisition is conducted under the authority of the FAR Part 12.603— Streamlined
solicitation for commercial products or commercial services, and is not expected to
exceed the simplified acquisition threshold, and the authority of 41 U.S.C. 1901 and the
statutory authority of FAR 6.302-3(a)(2)(ii).

Gas is a key tool in our research process, and has extremely high use in our
laboratories. We need this gas to meet the needs of the chemistry and biology groups.
Our systems are universally accepted as the premier machines for biomedical and
translational research. The NIH community and NCATS currently have numerous
instruments in place that will need this gas. Bulk gases are supplied across the facility,
supporting critical equipment such as Liquid Chromatography-Mass Spectrometers
(LCMS) and incubators used to keep cells alive in the lab and on our fully automated
robotics systems. Nitrogen tanks of various pressures are required to fill super-cooled

Nuclear Magnetic Resonance (NMR) systems and fill ultra-low -150 freezers for
preserving DPI long-term cell lines. Liquid CO2 tanks for our standalone 9808 facility. In
order to comply with years of results and protocols generated by the use of our current
equipment, we must purchase compatible gases and accessories that will be able to
work in conjunction with current systems. These tanks are critical to the NCATS mission.
Robert’s Oxygen is the only supplier that can supply us with the bulk gas deliveries and
the high number of tanks we need every week.
(iii) The solicitation document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (add the current circular number and date).
(iv) The associated NAICS code 325120- Industrial Gas Manufacturing and the small
business size standard 1200 This requirement has no set aside restrictions.
(v) The National Institutes of Health (NIH), National Center for Advancing
Translational Sciences (NCATS), requires contractor support for the supply,
delivery, monitoring, and maintenance of laboratory gases and cryogenic liquid
systems used in research and laboratory operations. The contractor shall provide
bulk liquid nitrogen, carbon dioxide, telemetry monitoring services, liquid
cylinders, delivery services, and associated cylinder usage support to ensure
uninterrupted laboratory and research activities.
The purpose of this requirement is to ensure the continuous availability of
laboratory-grade gases and cryogenic liquids necessary to support scientific
research, laboratory preservation systems, instrumentation, and operational
continuity at NIH facilities.

(a) A written notice of award or acceptance of an offer, mailed or otherwise furnished to
the successful offeror within the time for acceptance specified in the offer, shall result
in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an
offer), whether or not there are negotiations after its receipt, unless a written notice of
withdrawal is received before award.

(xv) Responses to this solicitation must include sufficient information to establish the
interested parties’ bona-fide capabilities of providing the product or service. The price
