STATEMENT OF WORK FOR WAPA Wide custom, web-based, interactive training curriculum United States Department of Energy Western Area Power Administration 615 South 43rd Avenue Phoenix, Arizona 85009 -- 1 of 3 -- 1 A. PURPOSE The Western Area Power Administration (WAPA), Desert Southwest Region (DSW) and agency-wide, requires the services of a qualified Vendor to develop and deliver an agency-wide, custom, web-based, interactive training curriculum. Specifically, the vendor will develop one custom Substation Safety Training Course to address electrical safety training requirements for personnel requiring substation access. To ensure retention and evaluate learning outcomes, the training must incorporate interactive knowledge checks throughout the modules and conclude with a comprehensive, final end-of-course assessment. B. DELIVERY LOCATION Primary Facility: United States Department of Energy Western Area Power Administration 615 South 43rd Avenue Phoenix, Arizona 85009 Scope of Deployment: Agency-wide across all WAPA regions, compatible with WAPA's Workday learning management system (LMS) environment. C. DELIVERY TIMELINE Total Project Duration: 30–45 days from award. Phased Milestone Schedule: Phase 1 (Days 1–7): Source Ingest & Scope Confirmation (Course Outline & Proposed Assessment Structure). Phase 2 (Days 8–21): Content Generation & First Draft (Working SCORM Preview). Phase 3 (Days 22–35): WAPA SME Review & Iteration (Up to two rounds of revisions). Phase 4 (Days 36–45): Final Packaging & Delivery (Target Launch: September 18, 2026). D. DESCRIPTION OF WORK: The Contractor shall deliver a high-quality, custom, self-contained, mobile-accessible, and Section 508-compliant training course. To ensure seamless deployment, the course must utilize a SCORM-conformant interactive packaging compatible with WAPA's Workday learning environment. It must feature a mobile-accessible design functional across iOS, Android, tablet, and desktop platforms, with an expected learner run-time duration of approximately 30 to 45 minutes. This training is specifically designed for WAPA personnel requiring substation access who are non-electrically qualified, including maintenance, environmental, inspection, and similar roles -- 2 of 3 -- 2 operating inside or near substation environments. Rather than providing electrical-worker certification, the curriculum focuses on hazard awareness, recognition, and avoidance, utilizing the OSHA Letter of Interpretation permitting non-electrical work training within substations. The course content must be rooted in federal regulatory standards and customized WAPA guidelines. Its federal anchor is OSHA 29 CFR 1910.269, which governs electric power generation, transmission, and distribution, complemented by relevant sections of NESC C2 standards. Furthermore, it must align with WAPA's internal policies, including WAPA Order 440.1C, the WAPA Power System Safety Manual (PSSM), and the WAPA Substation Access Requirements Policy. To make the material concrete, the Contractor must integrate WAPA- provided imagery and videos of actual substation equipment, signage, and field conditions. The curriculum must comprehensively cover all thirteen core training topics from Section III of WAPA's Substation Access Requirements Policy. These topics include identifying what is and is not safe to touch within a substation yard and control building, identifying area voltages using single-line diagrams, understanding the Minimum Approach Distance (MAD) for all voltages, and recognizing arc flash boundaries. Students must also learn about appropriate PPE including its use, limitations, inspection, and cleaning procedures as well as the hazards of direct and indirect electrical contact, induced voltage and current, and step-and-touch potential. Lastly, the training must address control room hazards, trip and fall hazard identification in a substation yard, equipment fires and arc flash or blast hazards, the reporting of emergencies and abnormal conditions, and WAPA's specific substation entry and exit procedures. Upon project completion, all final outputs must be delivered package-complete to WAPA. Deliverables include one SCORM-conformant package ready for upload to WAPA's Workday LMS, the full source HTML, CSS, and JavaScript files for the training course, and a complete assessment item bank containing answer rationales mapped back to authoritative sources. The Contractor must also provide an audit trail linking every course content claim back to its source citation such as an OSHA paragraph, WAPA document section, or NESC clause as well as Section 508 accessibility conformance documentation and one virtual administrative handoff session of approximately 60 minutes for WAPA's LMS administrator. Full ownership of all training content, assessment items, and source files will be transferred to WAPA upon final delivery and payment. This agreement grants WAPA a perpetual, royalty-free, and unrestricted license to modify, distribute, and host the training with unlimited users across all WAPA regions and authorized WAPA contractors. -- 3 of 3 --
