Notice of the intent to sole source
This Notice of Intent to Sole Source is issued for the purpose of notifying industry of the Department of Homeland Security’s (DHS) intent to award a sole source a Firm-Fixed Price Blanket Purchase Agreement for customized Freedom of Information Act (FOIA) Software as a Service (SaaS) platform (SecureRelease) and for enhancements of the platform including Artificial Intelligence (AI) tools to Deloitte Financial Advisory Services LLP.
This action is conducted under the statutory authority 41 U.S.C 152(3), set forth in the Revolutionary Federal Acquisition Regulation(RFO) Part 8 and the General Services Administration Regulation (GSAR) 538.7104-3 (b)(1)(ii) Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized. This notice constitutes the synopsis requirements in FAR part 5. The acquisition procedure will be in accordance with RFO FAR Part 8, Required Sources of Supplies and Services, and GSAR 538.71, Federal Supply Schedule Ordering Procedures. The anticipated period of performance for this effort will be for one 12-month base period and two 12-month option periods.
Responses to this notice must demonstrate clear and convincing evidence that a competition would be advantageous to the Government and would not be cost or time prohibitive.
Information furnished shall include detailed documentation to allow the government to perform a proper evaluation. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred from responding to this notice.
