The purpose of this effort is to acquire non-personal medical housekeeping services for the 388th Fighter Wing’s Optimizing the Human Weapon System (OHWS) program located at 7274 Wardleigh Rd., Bldg 5. Bay J, Hill AFB, UT 84056. 1.2 SCOPE. This contract covers non-personal services for all management, labor, supervision, transportation, equipment and materials, etc., to provide complete medical housekeeping services for this medical patient care facility. This program provides for the aseptic cleaning, protection, and beautification of all rooms and areas identified for coverage at the above location, to maintain a level of asepsis commensurate with the use of the facility, rooms, and areas. 1.3 The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer immediately. HAMS shall not include inherently governmental functions as defined in Office of Federal Procurement Policy (OFPP) Policy Letter 11-01, Inherently Governmental Functions, and FAR Subpart 7.5, Inherently Governmental Functions. 2.0 SUMMARY OF REQUIREMENTS. 2.1 Services are rendered in the fitness area, office area, two therapy rooms, and two restrooms 5 days per week, 1700-1800MST, excluding weekends and holidays as prescribed in section 2.5.3. Cleaning will occur in 3 major areas: 2.1.1 Main fitness/office area. Daily, the contractor shall vacuum floors, place loose trash in bins, and remove trash bags if full. Once per week, the contractor shall mop floors and disinfect and clean gym equipment and door handles. 2.1.2 Two bathrooms. Daily, the contractor shall disinfect and clean sinks, toilets, faucet handles, shower handles, shower mats, door handles, and benches. Also daily, the contractor shall place loose trash into trash bins and remove bins if the bin is full. Weekly, the contractor shall disinfect and clean shower floors, shower plastic liners, shelves, and mirrors. Monthly, the contractor shall unclog and clean shower and sink drains. 2.1.3 Two therapy rooms. Daily, the contractor shall vacuum the floors, remove any loose trash from the floor, and remove trash bags from bin if full. Weekly, the contractor shall mop the floors. -- 3 of 16 -- 4 2.2 Miscellaneous Cleaning. 2.2.1 Vendor is responsible for providing cleaning supplies. 2.2.2 Laundering of mop heads/cleaning cloths: The contractor is responsible for cleaning and sterilizing all reusable mop heads and cleaning cloths after use. Items designated as single day use shall not be re-used. 2.3 Other Compliance Standards. 2.3.1 Voluntary Consensus Standards. This PWS is consistent with Office of Management and Budget (OMB) Circular No. A-119, Federal Participation in the Development and Use of Voluntary Standards dated 10 Feb 1998. This Circular directs agencies to use voluntary consensus standards (VCS) in lieu of government- unique standards except where inconsistent with law or otherwise impractical. For purposes of this PWS, "voluntary consensus standards" are applicable to hospital/healthcare facility cleaning, green cleaning, Occupational Safety and Health Administration (OSHA), and International Organization for Standardization (ISO) standards developed or adopted by voluntary consensus standards bodies. The following are VCSs applicable to this effort: 2.3.2 Association for Healthcare Environment (AHE) Practice Guidance for Healthcare Environmental Cleaning Standards. The contractor shall perform all cleaning in accordance with the AHE. The AHE Practice Guidance cleaning techniques and procedures are based on guidelines by the CDC, OSHA, and other government agencies. 2.3.3 The contractor shall submit a certified copy of a current International Sanitary Supply Association Cleaning Industry Management Standard for Green Buildings (ISSA CIMS-GB) certification with the proposal. The contractor shall maintain ISSA CIMS-GB certification throughout the contract period. 2.3.4 Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines (CPG). The contractor shall comply with the EPA CPG program. The CPG program is authorized by Congress under Section 6002 of the Resource Conservation and Recovery Act (RCRA). The contractor shall purchase designated products with the highest recovered material content practicable (http://www.epa.gov/cpg). 2.3.5 Bio-based Products. The contractor shall comply with the United States Department of Agriculture Bio-Preferred program.
