A1 The statement of work (SOW) does not specify a number of hours per week the contractor is expected to be on site Monday, Wednesday, and Friday performing the services listed in the SOW. You will need to calculate the number of hours based on the information provided in the Statement of Work. Q2 SOW Section 10 (Security Requirements) specifies that the Tier 1 Security Background Investigation package must be submitted within five (5) business days of contract award, and that contractor personnel with pending results may not commence on-site work without written authorization. Given that a federal background investigation routinely exceeds this five-day window, will the Government allow cleared personnel from the incumbent contract to transition, grant interim/provisional access upon receipt of fingerprint submissions, or adjust the start date of the performance period to prevent operational disruptions? A2 If the security processing isn’t done but services need to start, if the Program Office is willing, workers can be escorted by personnel in order to perform janitorial services. If not, then the first monthly invoice would be prorated for services that were actually performed.
