SECTION I
1.0 DESCRIPTION OF SERVICES
1.1 General. This is a non-personal services contract to provide Pump Out and Clean Oil Water Separator
services. The government shall not exercise any supervision or control over the contract service providers
performing the services herein.
1.1.1 Description of Services/Objectives. The contractor shall provide all management, personnel, equipment,
supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services
necessary to perform services as defined in this Performance Work Statement (PWS) except for those items
specified as Government Furnished Property and services. This includes the planning, coordination, and
surveillance of the activities necessary to ensure disciplined work performance and timely resources application to
accomplish all tasks under the contract. The contractor shall be responsible for maintaining communication with
the Contracting Officer (CO) and the Contracting Officer’s Representative (COR), and to immediately notify both
the CO and the COR of any problems that would prevent timely performance of this contract. The contractor is
responsible for and required to implement, and maintain management control systems necessary to plan, organize,
direct, and control all activities under this contract.
1.2 Place of Performance. The contractor shall perform the services at Seymour Johnson Air Force Base,
North Carolina.
1.3. Specific Tasks.
1.3.1 Servicing industrial waste tanks and separators as shown in Appendix 3. The Contractor shall perform
either a pump out or a pump out and clean on the tanks, separators/interceptors and/or volatile compartments as
specified.
1.3.2 Pump out consists of removing all volatile liquids from separators, including removal of volatile liquid ring
formation on wall and removal of any visible or obvious obstruction from inlet and outlet pipes of separator.
1.3.3 Pump out and clean of industrial waste and oil separator tanks, and their volatile compartments consist of
the removal of liquids, solids, and any visible or obvious obstructions of inlet or outlet pipes. The cleaning of
residue from walls, covers and recesses of separators/interceptors, volatile compartment and cleaning of all
associated strainers, leaving each volatile compartment empty of waste including scum, grease film, etc. This
may be accomplished by rinsing with low pressure so as not to degrade tank walls, baffles or components.
Contractor shall also be responsible for replacing water in separators, after pumping and cleaning, to ensure the
separator continues to operate effectively.
1.3.3.1 The Contractor shall perform unscheduled pump and/or clean outs of designated Oil Water Separators on
an as-needed basis. The Contractor shall only perform unscheduled pump and/or clean outs upon receipt of formal
written or verbal authorization from the COR. Contractor shall arrive onsite within 24 hours of receiving
authorization. Upon completion of an authorized unscheduled pump and/or clean out, the Contractor shall invoice
against the applicable 'Unscheduled Pump and/or Clean Out' Contract Line-Item Number (CLIN). All invoices for
scheduled and unscheduled work must explicitly specify the building number, site number, and facility name
where the service was performed, and authorizing contracting officer.
1.3.4 The depth of water and the depth of fuel will be measured to the nearest 1/8 inch and recorded for submittal
to the COR for each tank/separator each time a unit is serviced. Check sludge volume to ensure that it is no more
than 20% of the tank’s capacity. Record sludge volume and submit report to COR for each tank serviced. In
addition, grit chambers shall be serviced to allow proper flow into separators. Oil holding chambers shall be
checked to ensure oil does not exceed 75% of chamber volume. Record oil holding chamber volumes and submit

to COR. Check effluent side of separators to ensure they do not contain any petroleum products. Record visual
inspection of effluent chamber for petroleum products and condition of separator and submit information to COR.
1.3.4.1 The elevation of the water/fuel interface and the total liquid level, referenced to the bottom of the
tank/separator, will be measured using a gauging stick and water finding paste. Units with multiple compartments
should have multiple measurements, if the compartments are accessible for measurement.
1.3.5 Spillage shall be avoided whenever possible. Any spill caused by the Contractor that results in either
immediate and/or latent damage to government property shall be cleaned up and/or repaired as directed by the
