COMBINED SYNOPSIS/SOLICITATION
One (1) complete portable uncrewed surface vessel (USV) surveying system to include the primary boat
hull, electronics and communication suites, field safety maintenance spares, a pre-integrated high-
resolution multibeam echoounder subsystem, secondary hydrographic sensors (side scan sonar, and
ADCP modules), and professional equipment operation training for the National Ocean Service (NOS),
Office of Coast Survey (OCS), Center of Excellence for Operational Ocean and Great Lakes Mapping
(COE) in Durham, NH.
Brand Names required: R2Sonic 2020-V Plus MBES and Teledyne RiverPro Acoustic Doppler Current
Profiler (ADCP)
R2Sonic 2020-V PLUS MBES: This system natively supports the high-resolution requirements of NOAA
HSSD and IHO Special Order surveys by providing up to 1024 true soundings per ping. It features a
uniquely embedded Inertial Measurement Unit (IMU) directly in the sonar head, requiring only a single
cable and reducing the wet-end mass to 4.4 kg—critical for payload-constrained USVs. Other companies'
similar products cannot be modified to meet this need. For example, the Seafloor SeaRAY only yields
512 beams and operates in a restricted 400-550 kHz range (failing the 200-400kHz optimal shallow-water
threshold), while the Teledyne MB2 is capped at an unacceptable 256 beams.
Teledyne RDI RiverPro ADCP: The RiverPro is an industry standard for shallow-water profiling. It is
uniquely essential due to its 5-beam transducer configuration and official Certificate of Conformance.
Similar products from other companies cannot natively output to the required WinRiver II educational

NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be
followed. Failure to provide all information to aid in the evaluation may be considered non-
responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without
further notification to the offeror.
1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or
before the time specified in the solicitation. Quote documents shall include signed copies of the SF 1449
and SF 30(s) to acknowledge the solicitation and any applicable amendments. Email quotes are required
and can be sent to: michelle.walton@noaa.gov.
2. Offeror shall have an active registration in the System for Award Management (SAM found at
https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their
UEID/CAGE CODE with their quote.
3. Offerors shall assume that the Government has no prior knowledge of them or their capability.
4. Quotes must be valid for a minimum of 60 days.
5. Offerors must provide all evaluation criteria in accordance with RFO 52.212-2. Offerors who do not
provide all evaluation criteria may not be considered.

Offers will be evaluated based on price and the factors set forth in paragraph (a).
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose
offer conforming to the solicitation will be most advantageous to the Government, price and other factors
considered. Paragraph (a) is hereby completed as follows: Evaluation will be based on the following
pass/fail criteria;
1. Technical Acceptability.
Specification Sheet - offeror must include specification sheets for quoted equipment. Equipment
quoted must be made in USA.
2. Price.
The Government intends to award a low priced, technically acceptable, single firm fixed-price
purchase order on an all or some basis with payment terms of Net 30.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all
options to the total price for the basic requirement. The Government may determine that an offer is
unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the option(s).
