STATEMENT OF WORK
1. SCOPE
1.1. To provide a trailer mounted Diesel-Powered Portable Generator with a built-in fuel
tank. The built-in fuel tank shall have its own containment (i.e. UL 142 Double Wall
Tank Assembly).
1.2. To provide a load bank that is completely self-contained and freestanding which
includes all resistive and reactive load elements per the requirements listed below.
Also, to provide services to perform a load test of the 1000kW/1,250kVA (or larger, up
to a maximum of 1,250KW/1,562.5KVA) Diesel Generator per paragraph 4.1 of this
Statement of Work.
1.3. To provide an isolation transformer that ungrounds the power from the grounded
generator.

2.2. Order of precedence - In the event of conflict between the text of this specification
and that of the references cited above, the text of this specification shall take
precedence. Nothing in this specification, however, shall supersede applicable laws or
regulations unless a specific exemption has been obtained.
3. REQUIREMENTS
3.1. Load Bank
3.1.1. The capacity of the load bank shall be a minimum as follows (@ 450 VAC,
however; the load box shall accept voltages between 450 – 480 VAC).
3.1.1.1. 1875 kVA, 0.8 power factor (2134 KVA, if 480 VAC rated)
3.1.1.2. 1500 kW, Resistive (1707 KW, if 480 VAC rated)
3.1.1.3. 1125 kVAR, Inductive (1280 KVAR, if 480 VAC rated)

3.1.2. The voltage and wiring of the load bank shall be as follows:
3.1.2.1. 450VAC, 3-Phase, 3-Wire
3.1.3. The load bank shall have a digital load controller. The minimum step resolution
shall be no greater than:
10 kW / 7.5 kVAR @ 450VAC
11.3KW/8.5 KVAR @ 480VAC
3.1.4. The load bank shall be freestanding, semi-portable, and have a self-contained load
module. The load bank shall include crane lifting eyes, forklift channels, a heavy skid
base, and a lifting sketch shall be provided. Load bank shall perform initial testing of
rented diesel generator.
3.2. Diesel
3.2.1. The Diesel generator with a Tier 4 engine shall be capable of running, without being
refueled, for a minimum of twelve (12) hours in duration at a minimum of 1000 kW
(1,250 kVA) and maximum of 1,250KW/1,562.5KVA STANDBY power. It shall be
capable of being refueled while in operation.
3.2.2. Vendor shall provide all manuals and specification sheet at proposal period for
technical review.
3.2.3. For pricing purposes, the generator should be assumed to be secured unless of a loss
of power, or the threat of a loss of power or being tested.
3.2.4. When operating at full speed, noise levels shall not be over 85 dB[A] at three feet
from the unit.
3.2.5. The trailer for the diesel shall be in operational readiness condition and be capable of
being moved by tractor or mule. If the diesel generator is equipped with an auxiliary
fuel tank (i.e. UL 142 Double Wall Tank Assembly), the tank shall fit entirely within
the CONEX box.
3.2.6. The diesel generator shall be capable of being lifted by crane (i.e. a four-point lift).
A Lifting & Handling diagram/sketch that is applicable to the situation shall be
provided.
3.2.7. Output shall be ungrounded (commonly referred to as ‘floating the ground’ or
‘isolating the neutral’) three-phase power (when an isolation transformer is used, the
diesel shall be grounded and the isolation transformer will be ungrounded on the
secondary side). Output voltage shall be variable between 450 and 480 VAC at 60
Hz, while maintaining the rated power levels. The maximum STANDBY amperage for
a 1000KW generator will be approximately 1,568A (@ 460V, 1000 kW and a 0.8PF).

Therefore, the generator’s breaker shall be set to trip on long-time delay at between
approximately 1,568A (higher for larger generators, but not to exceed 1,600A). Also,
the instantaneous trips shall be HIGH to allow for in-rush currents.
3.2.7.1. The Diesel Generator SHALL have at least one 120 VAC, 15 Amps,
single-phase power receptacle available for string lighting when the diesel
generator is (or, is not) running or have internal lights sufficient to
illuminate the controls when the diesel generator is (and is not) running.
Diesel generator frame SHALL be grounded.
3.2.7.2. The 120 VAC power shall be grounded. Grounded power must be
isolated from the 480 VAC ungrounded power.
3.2.7.3. Diesel Generator Power Limiter State parameter (if applicable) SHALL be
set to “STANDBY.”
3.2.7.4. Vendor shall provide OQE Objective Quality Evidence that a 100 percent
load test has been performed within the last 30 days of arrival. If data cannot be
provided vendor shall perform load test on site after arrival.
3.3. Isolation Transformer
3.3.1. Because the diesels in San Diego have not been able to provide a ground reading
in excess of 5 megohms recently; provide an additional isolation transformer
where the diesel’s side of the transformer shall achieve 1 megohm to ground
(prior to connection to the grounded diesel), and 5 megs to ground on the side
toward the ship (also prior to connection). The isolation transformer shall be
large enough to transmit the entire power of the generator from the primary side
to the secondary side over the 450 to 480VAC …
