DESCRIPTION OF REQUIREMENT – SUPPLIES Ordnance Deformer The Alpena CRTC Munitions Section To be acceptable to the government, the requirement must comply with DESR 6055.09 91-201, Edition 1, Change 1, February 23, 2024, paragraph V4.E5.18 and sub paragraphs. (see below) Ordnance Deformer, Stationary Electric – 1ea. ORDNANCE DEFORMER, STATIONARY UNIT, PROCESSES SPENT CARTRIDGES UP TO AND INCLUDING 20MM AT 8,000 TO 11,000 LBS PER HOUR DEPENDING ON SIZE AND MIX OF CARTRIDGES. INCLUDES: INFEED CONVEYOR, ELECTRIC DRIVE, INCLUDES INFEED CATCH HOPPER HIGH SPEED ROTARY DRUM GRINDER, INCLUDES HOOD, CHUTE AND SOFT START. DISCHARGE CONVEYOR, ELECTRONIC DRIVE. CONTROL PANEL AND SYSTEM INTEGRATION. CURRENT ELECTRIC AVAILABLE IS 120/208 VOLT, 3 PHASE Installation Set up and training – 1 group. On site training/set up of equipment and calibrate system to meet government specifications. Shipping – 1 ea. DESR 6055.09 91-201, Edition 1, Change 1, February 23, 2024, paragraph V4.E5.18 and sub paragraphs for informational purposes only: V4.E5.18.1. A demilitarization operation for processing expended .50-caliber and smaller cartridge cases can be treated as a non-explosive operation provided: V4.E5.18.1.1. Cartridge casings to be processed are screened prior to processing. Screening is intended to ensure that only .50-caliber and smaller are processed, and to remove unused .50-caliber and smaller cartridges. V4.E5.18.1.2. Demilitarization processing equipment is tested to be capable of containing overpressure, fragment, and thermal hazards associated with a worst-case reaction involving a single live round of the most energetic cartridge that could be processed in the equipment. V4.E5.18.1.3. Demilitarization processing equipment is operated within the manufacturer’s specifications and restricted only to the processing of expended .50-caliber and smaller cartridge casings. V4.E5.18.1.4. Demilitarization processing equipment is inspected and maintained to ensure safe operation. V4.E5.18.2. The DoD Components must: V4.E5.18.2. (Added)(DAF) Installations will follow guidance as specified in DoDM 4140.72: (T- 0) V4.E5.18.2.1. Approve the use of specific demilitarization processing equipment. V4.E5.18.2.1. (Added)(DAF) Commanders will approve the use of demilitarization equipment that meets the requirements of paragraph V4.E5.18.1.2. -- 1 of 2 -- V4.E5.18.2.2. Establish and implement procedures for: V4.E5.18.2.2.1. Screening and segregating the material to be processed. V4.E5.18.2.2.1. (Added)(DAF) Units will follow guidance and procedures in DoDM 4140.72, item technical data, DAFMAN 21-201, and T.O. 11A-1-60. (T-0) V4.E5.18.2.2.2. Operating, inspecting, and maintaining the demilitarization processing equipment to ensure safe operation. V4.E5.18.2.2.2. (Added)(DAF) Units will follow manufacturers’ instructions and develop locally written instructions specific to their installation for the type(s) of demilitarization equipment utilized. (T-0) Follow guidance in paragraph V1.E6.12. for locally written instructions. (T-1) V4.E5.18.2.2.3. Dispositioning of processed material. V4.E5.18.2.2.3. (Added)(DAF) Units will establish procedures for the management and disposition of materials in accordance with DoDM 4140.72, DoDD 5134.01, DoDM 4160.21, DoDI 4160.28, DoDI 4140.62, DAFMAN 21-201, and AFMAN 32-7002. (T-0) V4.E5.18.3. Explosives safety siting requirements are: V4.E5.18.3.1. Demilitarization processing operation locations meeting the requirements of paragraphs V4.E5.18.1. and V4.E5.18.2., and located outside of IBD from all PESs, do not require submission of a site plan to the DDESB as addressed in paragraph V1.E5.3.9. V4.E5.18.3.2. Locations used for demilitarization processing operations that are located within IBD arcs: V4.E5.18.3.2.1. Require submission of a site plan to the DDESB. V4.E5.18.3.2.2. Must be sited at ILD, except from the PES to which it is integral. -- 2 of 2 --
