1.0 GENERAL SCOPE OF WORK
This Statement of Work (SOW) defines the requirements for a contract to provide all labor,
materials, and equipment necessary to prepare and paint the interior surfaces and upgrade
the lighting in Building 102 and Building 110, located at Fresno Air National Guard. The
work encompasses two distinct areas: interior office space and main shop areas, each with
specific requirements.
The contractor shall furnish all supervision, labor, materials, equipment, and transportation
necessary to complete the interior painting and lighting replacement project as detailed
below. The work shall be performed in strict accordance with this SOW and all applicable
regulations.
Total Project Scope:
Painting:
Building 102:
• Office Wall Space: 1,995 sft*
• Shop Wall Space: 3,940 sft*
Building 110:
• Shop Wall Space: 1,530 sft*
Lighting Upgrade:
• Replacement of all interior incandescent lightbulbs with new LED bulbs in both
Building 102 and Building 110, including all office and shop areas.
Total Wall Space:
• Total Office Wall Space: 1,995 sft*
• Total Shop Wall Space: 5,470 sft*
*All areas are approximate. The contractor must verify all dimensions and quantities in the field
before submitting a bid or starting work.

4.0 GENERAL REQUIREMENTS
4.1 Investigative Services & Personnel Qualifications
• Investigate Scope of Services: The contractor shall visit the site to determine the
appropriate services for the proposal, meet with the owner, share observations of existing
conditions, and submit a proposal.
• Technical Competence: Contractor shall provide proof of technical competence and
experience, including training certificates, accreditations, and references.
• Personnel Qualifications: Contractors must ensure that all personnel are fully trained,
licensed, certified, and otherwise qualified to provide services.
4.2 Pre-Construction Conference
• The Contractor shall attend a Pre-Construction Conference, scheduled after award and
prior to the Notice to Proceed (NTP). The project manager and site superintendent must
attend.
• The Contractor must provide the following documents prior to the NTP:

• SF 1413 – Subcontractor Statement and Acknowledgement (if applicable)

4.3 Access and Security
• General Policy: The contractor shall comply with all installation access and security
policies, including regulations for fire, traffic, and safety.
• Base Access: Base security requires all personnel to be cleared for access. The
contractor will provide all necessary PII for background checks (NCIC-III and TSDB) using
the WG Form and DBIDS Pre-Enrollment application at least ten working days pr…
