DESCRIPTION OF WORK: 1.1. Work to be Accomplished: The work consists of furnishing all plant, labor and materials and performing all work in strict accordance with these specifications as hereinafter described. 1.2. Location: The site of the proposed work is on the Fort Leonard Wood Military Installation, Fort Leonard Wood, Missouri and Lake of the Ozarks Recreation Area (LORA), Camden County, Missouri. 2. PRINCIPAL FEATURES: Work to be performed will include, but will not be limited to painting and repairs in accordance with (IAW) the attached Task Lists and specifications. This contract will be a delivery order style contract. All work required shall be on a requirement basis as directed by the Contracting Officer on a delivery order. 3. SEQUENCE OF WORK: 3.1. Occupied Buildings: The area concerned in this project is Government owned and will be in use during the course of this project. The Contractor shall arrange his operations to cause as little interference as possible to the users and to adjacent buildings, or other activities. 3.2. Schedule: 3.2.1. The Contractor shall schedule all activity at the job site through the DPW Contract Inspection Branch a minimum of 24 hours in advance of work. The Contract shall not be on site without prior notification to the DPW Inspection Branch. 3.2.1.1. Unaccompanied Military Personnel Quarters: The Contractor shall complete painting and repair work in unaccompanied military personnel quarters within three (3) consecutive work days. The time allowed for completion of work required in each set of quarters will begin at 0730 hours the work day following requirement receipt. 3.2.1.2. Other Buildings: Interior painting and repairs in all other buildings shall be completed within the time indicated on the applicable delivery order. 3.2.2. Contractor shall schedule his working hours to coincide with the working hours of the military reservation. Normal working hours of the reservation are 7:30 a.m. to 4:00 p.m., Monday thru Friday, legal public holidays excepted. The Contractor shall not perform work on the reservations beyond the aforementioned working hours without the written approval of the Contracting Officer. -- 2 of 38 -- 01 11 00 - 2 3.2.3. If the Contractor, for his convenience, desires to perform work during other than normal working hours or on other than normal workdays, he shall notify the Contracting Officer and the Directorate of Public Works Inspection Branch at least 72 hours in advance. The Contractor shall not perform work beyond the normal working hours or normal workdays without written approval of the Contracting Officer and the DPW Inspection Branch. The Contractor shall reimburse the Government for any additional expense occasioned the Government thereby, such as, but not limited to, overtime pay for Government inspectors, utilities service, etc. 3.2.4. Time extensions due to adverse weather, increase in scope of work (SOW), or material lead time, must be received in writing prior to scheduled completion date. 3.3. Inspection: 3.3.1. Prior to requesting inspection, the Contractor shall ensure that all trash and disposal materials have been removed from the worksite and the worksite is in a condition considered to be satisfactorily clean to the Contracting Officer. When the Contractor deems all required work in a single building to have been completed, the Contractor shall notify the Inspection Branch and Contracting Officer in writing to schedule a joint inspection of the completed building. 3.3.2. Deficiencies: If the DPW Inspector finds the work to be satisfactorily completed within the time allowed, except for minor deficiencies, the Contractor will be given a written deficiency list that shall be satisfactorily corrected. A copy of the written deficiency list shall be provide to the Contracting Officer. 3.4. Responsibility of the Contractor: 3.4.1. In unoccupied facilities, the Contractor shall be responsible for the security of the facility; i.e., all exterior doors shall be locked, windows closed and locked, etc. The Contractor shall take all possible precautions to maintain the work site, at all times, in a condition that will prevent damage or injury to person or property, Government or otherwise. The Contractor shall be responsible for all damages caused by the negligent acts or omissions of his employees, sub-contractors, or agents during Contract performance. 3.4.2. The Contractor shall be responsible for movement and protection of Government owned furnishings in quarters during Contract performance. The Contractor shall be responsible for all damages caused by the negligent acts or omissions of his employees, sub-contractors, or agents during Contract performance. -- 3 of 38 -- 01 11 00 - 3 3.4.3. Any damages caused by negligence on the part of the Contractor or his/her agents, employees or subcontractors, shall be repaired by the Contractor at no cost to the Government and to the complete satisfaction of the Contracting Officer. 4. WORK SITE HOUSEKEEPING AND CLEANING: 4.1. The Contractor shall remove all trash and disposal material from the worksite before the end of each day, to the extent it is consistent with standard construction practices on Government work sites.
