Project Title: Painting of Station/ANT Humboldt Bay
Project Location: 200 New Navy Base Rd. Samoa, CA 95564
1. PROJECT OVERVIEW: The purpose of this project is to have a Contractor provide
professional painting services to paint the areas identified in this Statement of Work
(SOW). The work will include surface preparation, application of primer and paint, cleanup,
repair/replace missing or damaged baseboards and quality assurance to ensure a high-
quality finish. All work shall include encapsulation of Lead-based paint using Lead-safe
work practices, in accordance with OSHA and Federal, State and local regulations.
Areas to be Painted:
The interior of Station Humboldt Bay Building 1, covering approximately 27,500
square feet of floor plan area;
The interior of Aids to Navigation Team (ANT) Humboldt Bay Building 8, floor plan
approximately 3,000 square feet; and
The exterior of two (2) 320 square feet sheds.
1.1. Base Scope of Work Details for Areas to be Painted: The Contractor shall
coordinate work with the on-site technical POC to ensure minimal disruption to
building occupants during the project.

2. SURFACE PREPARATION: The contractor shall assume all existing paint surfaces are
coated with Lead-based paint and all new painting is encapsulation. All encapsulation
work shall be conducted following applicable EPA guidelines and all applicable federal,
state, and local regulations. The contractor shall separate debris to ensure proper disposal
of contaminated material.
2.1 Varying site conditions:
2.1.1 If the existing surface is stable, the contractor shall encapsulate the
Lead-based paint with a suitable coating, eƯectively sealing it from exposure.
2.1.2 If the existing surface is not stable, the contractor shall notify the on-
site representative and contracting oƯicer that encapsulation was not
completed in a given area, identifying it for future abatement.
2.2 All work on surfaces with Lead-based paint must be conducted by certified
personnel and adhere strictly to the EPA's Renovation, Repair, and Painting (RRP)
Rule.

2.3 The contractor shall inspect all surfaces for damage (e.g., cracks, holes,
missing/broken baseboards) prior to application of any new paint and repair or
replace them as necessary.
2.4 The contractor shall clean all surfaces to remove dirt, grease, or debris.
2.5 The contractor shall sand surfaces to ensure proper adhesion of primer and
paint.
3. EQUIPMENT AND MATERIALS: The contractor shall provide all necessary equipment,
labor, and materials necessary to complete the tasks in this SOW.
4. Work Schedule:
4.1 Work Hours: Monday–Friday, 8:00 AM–5:00 PM
4.2 Project Duration: The contractor shall complete all work within 60 calendar
days after receiving an award.
4.3 Milestones: The contractor shall provide material samples within ten days of
award and begin performance within fifteen calendar days of award. A Notice to
Proceed shall be issued once submittals are approved.
5. SAFETY REQUIREMENTS: The contractor shall adhere to all applicable safety standards
and regulations, including:
5.1 OSHA regulations
5.2 Applicable Federal, State, and local regulations
5.3 Provide proper ventilation during painting
5.4 Ensure use of personal protective equipment (PPE)
6. CLEANUP AND DISPOSAL:
6.1 The contractor shall protect adjacent surfaces and furniture during painting.
6.2 The contractor shall remove all debris, paint cans, and materials from the site
upon project completion.
6.3 The contractor shall leave the work area clean and free of paint splatter or
residue.

6.4 Prior to disposal of any debris, the contractor shall separate debris to ensure
proper disposal of any contaminated materials in accordance with Federal and
state laws.
