Part 1
General Information
1. General: The Government shall acquire these services as a non-personal services contract.
The Government will not supervise or control contractor personnel. The contractor shall
manage its employees and remain responsible for all administrative and operational control.
1.1 Description of Services: The contractor shall provide Base Life Support (BLS) services
to U.S. Government personnel.
1.2 Background: The Government requires Base Life Support (BLS), transportation, and
interpreter services to support personnel operations in Brunei. Brunei is a strategic location in
the Indo-Pacific region and hosts various military exercises, including the annual INDOPACOM
and USARPAC Pacific Pathways series. As these exercises grow in scope, the Government
requires reliable support infrastructure to maintain operational readiness and logistical support
for U.S. military initiatives.
1.3 Scope: The contractor shall provide all personnel, equipment, supplies, facilities,
transportation, tools, materials, and supervision necessary to perform the services defined in
this PWS. The contractor shall perform all tasks according to the standards and acceptable
quality levels (AQLs) identified herein, except for items specifically identified in Part 3,
Government Property and Service.
1.3.1 Specific services: The contractor shall provide comprehensive Base Life Support (BLS)
services, including:
• Sanitation & Hygiene: Portable latrines, showers, hand-wash stations, and laundry
services.
• Waste Management: Black and gray water removal, trash, and hazardous material
(HAZMAT) storage and removal.
• Facility Support: Tentage, indoor/outdoor lighting, climate control (air conditioning and
fans), and furniture (tables, chairs, etc.).
• Logistics & Equipment: Power generation, water tanks, refrigeration (refer)
trailers/storage, and material handling equipment (MHE).
• Transportation Services: Interpreters and comprehensive transportation services
(including buses, vans, and various truck types)
1.3.2 Operational Flexibility: The contractor shall maintain flexibility to accommodate
changes in the period of performance, service quantities, and the addition or reduction of
services within the general scope of the contract. The contractor shall provide unit pricing for
all requirements to facilitate these adjustments.
1.4 Objectives: The contractor shall provide Base Life Support (BLS) to Government
personnel as specified in the order form.

1.5 General Information.
1.5.1 Quality Control Plan (QCP): The contractor shall utilize its existing quality assurance
system to the maximum extent practicable, in accordance with (IAW) RFO FAR 12.105.
1.5.1.1 Issue Reporting: The contractor shall notify the Contracting Officer’s Representative
(COR), or the Contract Specialist if a COR is not assigned, of any issues affecting
performance within two hours of identification. The contractor shall follow up with verbal
reports with a written report within 24 hours of discovery.
1.5.2 Quality Assurance: The Government shall evaluate the contractor’s performance in
accordance with (IAW) the Quality Assurance Surveillance Plan (QASP). The QASP defines
the performance standards, the frequency of surveillance, and the acceptable quality levels
(AQLs).
1.5.3 Recognized Holidays: The contractor shall perform work on U.S. Federal holidays and
Host Nation holidays occurring during the normal workweek unless otherwise directed by the
Contracting Officer. If a delivery deadline falls on a holiday, the contractor shall submit the
documentation on the last working day prior to the holiday.
1.5.4 Hours of Operation. The contractor shall maintain support hours as specified in the
individual task order. Contractor support hours may differ from Government facility office hours

1.5.4.3 Contractor Support Hours: The contractor shall maintain a sufficient workforce to
ensure the uninterrupted performance of all tasks defined in this PWS. The contractor shall
ensure workforce stability and continuity throughout the period of performance. Specific
service hours are defined in Part 5, Specific Tasks. The contractor shall coordinate all
performance schedules with the COR, or the Contracting Officer if no COR is assigned.
1.5.4.3.1 Contractor Work Plan: Reserved.
1.5.5 Training Holidays: Reserved.
1.5.6 Place of Performance: The contractor shall perform work at locations throughout
Brunei as specified in the order form.
1.6 Security Requirements.
1.6.1 Installation Access. Only authorized personnel meeting security criteria shall access
U.S. and Host Nation installations, buildings, and controlled areas. The Government may deny
access to personnel who fail to submit required data or obtain necessary clearances.

1.6.1.1 The contractor shall ensure all employees and subcontractors comply with these
security requirements. The contractor shall provide the name and a copy of photo identification
for all personnel performing work at the locations specified in Section 1.5.6. All personnel shall
present valid identification to gain access.
1.6.1.2 The contractor shall coordinate with Host Nation and local authorities to obtain base, or
area passes for drivers and vehicles. If the contractor cannot obtain necessary passes, they
shall notify the Contracting Officer immediately. The contractor advises that access for citizens
of certain countries may be restricted; the contractor shall coordinate with the Badging Office
to identify restricted countries and waiver processes.
