General Information
1. GENERAL : The contractor shall provide all personnel, equipment, materials, and supervision necessary to
perform a complete commercial service for the delivery, rental, and servicing of sixteen (16) Chemical Latrines and
eight (8) Handwashing Stations. This service is in direct support of Joint Task Force-Bravo’s deployment of
approximately 200 personnel for Exercise PANAMAX & PANAMAX-Alpha 2026. The scope includes daily
cleaning, waste removal, and replenishment of supplies such as toilet paper, paper towels, and liquid soap. All
services will be performed at a secure airfield, and contractor personnel will require a government-provided escort
for access, having been successfully vetted prior to the start of the contract. The contractor must comply with all
host nation environmental regulations for waste disposal and maintain an internal quality control program to ensure
all services meet the standards set forth in this Performance Work Statement.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, materials,
supervision, and other items and non-personal services necessary to provide and service sixteen (16) Chemical
Latrines and eight (8) Handwashing Stations as defined in this Performance Work Statement (PWS), except for
those items specified as government-furnished property. The core requirement is to ensure clean, functional, and
well-stocked latrines facilities and handwashing stations are available for approximately 200 personnel throughout
the duration of the exercise. The contractor shall perform to the standards in this contract.
1.2 Background: The services outlined in this Performance Work Statement are in direct support of Joint Task
Force-Bravo (JTF-B) during its deployment to Panama for Exercise PANAMAX & PANAMAX-Alpha 2026.
Approximately 200 personnel will be operating at a location that lacks sufficient permanent restroom facilities,
making this a critical life support requirement for the duration of the exercise.
1.3 Objectives: The primary objective is to obtain reliable, all-inclusive chemical latrines services and handwashing
stations to support the health, hygiene, and morale of approximately 200 deployed personnel during Exercise
PANAMAX & PANAMAX-Alpha 2026. This ensures that basic sanitation requirements are met consistently
throughout the period of performance, allowing exercise participants to remain focused on mission-essential tasks.
1.4 Scope: Contractor shall provide non-personal services to the Government with chemical latrine latrine and hand
washing station services at the locations and dates specified in attachment 3. The contractor shall accomplish
services in coordination with the Contracting Officer (KO) and the Contracting Officer Representative (COR).
1.5 Period of Performance: The period of performance shall be from 2 July 2026 to 17 August 2026.
1.6 General Information: The contractor shall provide all personnel, equipment, materials, and supervision necessary
to perform a complete commercial service for the delivery, rental, and servicing of sixteen (16) Chemical Latrines
and 8 Handwashing Stations.
1.6.1 Quality Control Plan (QCP): The contractor is responsible for performing daily cleaning and servicing of all
chemical latrines and handwashing stations to ensure they meet the standards of this contract. As part of their quality
control, the contractor shall also promptly repair any broken or malfunctioning components on the units to ensure
they remain fully operational for the duration of the contract period.
1.6.2 Quality Assurance (QA): Contracts for commercial products shall rely on contractors' existing quality
assurance systems as a substitute for Government inspection and testing before tender for acceptance unless
customary market practices for the commercial product being acquired include in-process inspection. Any in-
process inspection by the Government shall be conducted in a manner consistent with commercial practice. The

Government shall rely on the contractor to accomplish all inspection and testing needed to ensure that commercial
services acquired conform to contract requirements before they are tendered to the Government.
1.6.3 Recognized Holidays:
July 4, 2026 Saturday Independence Day
1.6.4 Hours of Operation: The contractor is responsible for conducting business between the hours of 8:00AM and
5:00PM Monday through Friday, or when the Government facility is closed due to local or national emergencies,
administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts,
the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor
must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this
PWS when the Government facility is not closed for the above reasons.
1.6.5 Place of Performance: All services, including the delivery, setup, servicing, and removal of all chemical
latrines and all handwashing stations, shall be performed at the contractor's designated location outside of Hangar 1
at Panama Pacífico International Airport (MPPA), located at Av. Mulvehill, Provincia de Panamá Oeste,
Panama.
1.6.6 Type of Contract: The Government anticipates the award of a fixed price type contract.
