Description
The U.S. Customs and Border Protection (CBP), U.S. Border Patrol San Diego Sector (San Diego Sector) has a requirement for commercial Pest Control Management Services throughout the surrounding stations, checkpoints, and facilities. It is the intent of CBP to establish a Purchase Order for an environmentally sound and effective Pest Control Management service to inspect, treat and prevent general arthropod, vertebrate pests, and disease vectors from adversely affecting San Diego Sector installation operations.
This is a Request for Quote (RFQ). This requirement is a total small business set-aside. The Government will award a single purchase order to the responsible vendor whose quote conforms to the requirements set forth in the Statement of Work (SOW) within this RFQ and provides the lowest evaluated price.
SCOPE OF WORK
The contractor shall perform the following tasks in accordance with the attached statement of work,
• Preventing and controlling common pests, including but not limited to, scorpions, cockroaches, termites, ants, fleas, stored product pests, mosquitos, mice, rats, bats, bees, and wasps.
• Thoroughly inspecting and treating all areas suspected of pest infestation(s) and surrounding areas/facilities up to 25 feet, as necessary.
• Perform treatment of standing water for the control of mosquito larvae.
• Communicating constantly with the government Point of Contact (POC) regarding planned actions and recommendations.
• Recommending structural and procedural modifications to reduce food, water, harborage, and access used by pests.
• Using appropriate non-chemical technologies to control pests, where possible.
• Judiciously using pesticide products, formulations and application methods that present the lowest potential hazard to human health, non-target animals and the environment.
• Recording and reporting all integrated pest management operations including surveillance, inspections, non-chemical and chemical control. • Pest Control Unscheduled Services – Due to “unpredictable” circumstances with pests; The vendor will respond to urgent requests within (24) twenty-four hours of notification to remedy or exterminate pests which will allow Border Patrol to
continue operations.
• The Vendor will provide two (one back-up) phone numbers. These numbers will be answered after normal business hours in the event of urgent requirements.
• The Contractor shall use best management practices and recognized industry standards for managing pests such as those established by national pest management organizations, and follow the guidance provided by State Pesticide Regulatory agencies and State institutions of higher learning.

OTHER REQUIREMENTS
1. This acquisition will be conducted under FAR Part 12 for commercial products and commercial services.
2. This requirement is a Total Small Business Set‑Aside under NAICS 561710.
3. Quoters must submit their responses to this notice by 07/15/2026, no later than 5PM, MST to POC: jesus.solis@cbp.dhs.gov.
4. Questions or clarification request about the scope of work of this requirement shall be sent to Ismael Castro, ismael.castro@cbp.dhs.gov, and Jesus Solis, jesus.solis@cbp.dhs.gov, no later than 07/08/2026. Any emails with questions received after this date may not be responded.
5. Prime contractor with the intent to subcontract the services must also hold and provide proff of the business license issued by the State of California to provide pest control services, in addition to the commercial certification by the State of California in the appropriate EPA-approved State categories for the work requirements of the contract.
6. The government does not intent to conduct any site visits for this solicitation notice.
7. Quoters must have an active Federal Government contracts registration in SAM at the time of quote submission and at the time of award.
