STATEMENT OF WORK DDVP Insecticide Strips – Small (1” x 1”) Scope The USDA Animal Plant Health Inspection Service, Plant Protection and Quarantine (PPQ) requires the purchase of DDVP insecticide strips. Background and General Information Fruit flies, in particular Mediterranean (Medfly) and Mexican (Mexfly) fruit flies, are some of the most serious exotic plant pests threatening United States (U.S.) agriculture. Infestations of these pests cost the U.S. Department of Agriculture (USDA) and the citrus industry more than $33 million dollars per year. If not eradicated or managed, damages caused by these pests are estimated at a minimum of $821 million per year. DDVP insecticide strips are used to capture certain species of exotic fruit flies of concern to U.S. agriculture. The insecticide strip is a primary surveillance tool used to detect populations of these pests. Without them, early detection and efficient delimitation of introduced populations may not be possible, thus prolonging successful eradication efforts and increasing pest management costs to the USDA, its state cooperators, and producers of Medfly host commodities. Packaging must be adequate to reach the delivery destination fully intact and without damage. The main packing must be in cardboard boxes. Use of sturdy boxes, made of corrugated cardboard, designed to withstand the rigors of shipping and handling, to protect the contents from damage caused by impacts, vibrations, and other stresses during transit. Empty space inside boxes will be filled with packing peanuts, crinkle paper, airbags, or similar materials to prevent the items from shifting and getting damaged. Boxes must be of sufficient strength to allow stacking of cartons to a height of 60 inches without collapsing cartons at the bottom of the stack. For fragile materials, affix "Fragile" labels to the outside of the package. All goods must be packed in boxes not exceeding 20 pounds in weight. Containers and closures shall comply with the Interstate Commerce Commission regulations, Uniform Freight Classification Rules, or regulations of other carriers as applicable to the mode of transportation. Items will be sub-packed 6.5” x 6.5” Heavy duty paper/polyethylene/foil/propylene resealable bags (zip lock style) containing 25 strips each Packaging must be impregnable to other Packaging must prohibit leaching to ensure extended storages in extreme conditions (90°F plus) Each individually pakage must include at a minimum the following markings: Vendor name Product Name: DDVP Insecticide Strips – Small (1” x 1”) Date of Manufacture (DOM) Lot/Batch Number Date of Expiration (DOE) Optimal storage condition Each shipping container must have a sticker affixed that clearly and legibly displays the following information: Manufacturers name Name of the product: DDVP Insecticide Strips – Small (1” x 1”) Number of units per box and per pack/box Lot or batch number Date of manufacture (DOM) Date of expiration (DOE) (if applicable, alternatively manufacturer analysis timeline such as analysis recommended 2 years from DOM) DO NOT CRUSH Pallets may not exceed a height of 56” in total height. Each shipment will contain a valid Safety Data Sheet (SDS). Each shipment will include a packing slip showing the following: Manufacturer Batch/Lot Number Date of Manufacture (DOM) Date of Expiration (DOE) Quantity Ordered Quantity Shipped Contract/Order Number Order/Requisition Number Shipping: Material shall be packed for shipment in such a manner that shall insure acceptance by common carriers and safe delivery at destination. ADMINISTRATIVE Invoicing Payments will be made according to the firm-fixed unit price established in the contract Pricing Schedule. Invoices will be submitted in arrears and prepared in accordance with FAR 52.212-4(g). USDA uses the Invoice Processing Platform (IPP) for electronic submission and tracking of purchase orders, invoices, and payment information to its suppliers of goods and services: Enroll at https://ipp.gov. The IPP is a government-wide secure web-based invoice processing service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury’s Financial Management Service (FMS).
