1.0 Scope of Need
Cleaning of Air Conveyance Systems supporting building 861.
Joint Communications Support Element (JCSE) located on MacDill AFB, FL is seeking a contract service to
perform a comprehensive cleaning of the air conveyance systems within building 861.
Need involves the coordination and management of all products, equipment, and people required to
perform all necessary cleaning of all Heating, Ventilation, and Air Conditioning (HVAC) systems and
associated ductwork. Including ongoing service of all items that may be defective due to manufacturing
error as well as replacement or repair of any damaged item/s after purchase. The need exists to remove
excessive amounts of dust accumulated and improve air quality for occupants.
Once the contract has been awarded, it becomes the responsibility of the contractor to validate the
actual site conditions as well as any specific programming needs of the customer. A final design
overview and Bill of Materials (BOM) must be provided that meet customer requirements and
accommodates the physical environment prior to placing an order.
2.0 Minimum Cleaning Requirements:
2.1 Service will include cleaning for the following: Air Handling Unit (4), Rooftop Unit (2), Supply
Ductwork (6) system, Return Ductwork (6) systems, Diffusers and Grills (6) systems, Variable Air Volume
(VAV) boxes.
2.2 Scope of Work
2.2.1 AIR HANDLING EQUIPMENT - The heating/cooling coils, fan blades, housings, and plenum walls
shall be washed. Fiberglass linings will be vacuumed.
2.2.2 DUCTWORK - The interior of all accessible ductwork shall be vacuumed clean. Access openings
shall be cut into the ductwork where necessary per industry standard. Such openings shall be closed
with sheet metal access panels and sealed to prevent air leakage per industry standard. Non-accessible
areas shall be cleaned by air pressure techniques, but you shall not be held responsible for areas that
may be inaccessible due to obstructions such as plaster ceilings, fire walls and masonry walls.
2.2.3 DAMPERS AND LOUVERS - Dampers and louvers shall be cleaned and reset to previous positions.
2.2.4 DIFFUSERS AND GRILLES - Readily removable diffusers and grilles shall be washed and replaced.
Readily removable suggests that the device is not plastered in place, riveted or fastened in such a
manner that removal of the air device would be impractical.
2.2.5 FILTERS - Contractor shall replace disposable filters supplied by the customer or wash metal
filters.
2.2.6 CEILING - Ceiling surrounding air diffusers, registers and grilles will be vacuumed clean.
2.2.7 FUNGISTAT/BACTERIOSTAT PRODUCT - After cleaning, per customer’s request, an application of a
fungistat/bacteriostat product shall be applied according to manufacturer’s specifications.
2.2.8 NEGATIVE AIR PRESSURE - Contractor shall provide negative air pressure within the duct system
during the cleaning process, if necessary, with the use of a HEPA rated vacuum system.

2.2.9 PROPERTY PROTECTION - Clean drop cloths or other suitable covering shall be used to protect
property, and all work areas shall be left in broom clean condition.
2.2.10 UTILITIES - Customer shall provide water, electricity and restroom facilities if applicable.
3.0 Minimum Design Requirements
3.1 Design services, including space planning, site verification, material selection and programming as
necessary.
3.2 Collection of information relevant to the design of a space. Examples could include personnel
interviews, questionnaires, and walk-through inspections of the grounds.
3.3 Site evaluation to ensure associated hardware and other anomalies are accounted for.
3.4 Design that ensures all required codes, environmental, and safety related requirements are met.
3.5 Design that allows for proper cleaning of the air conveyance systems.
3.6 Technical drawings are available outlining equipment locations, duct runs, VAV boxes, etc.
4.0 Minimum Service Requirements
4.1 All personnel, equipment, tools, materials, supervision, storage, assembly, transportation,
incidentals and all other items necessary to provide proper cleaning services.
4.2 Knowledge and compliance with all applicable federal, state, and local laws, codes, permits, DoD,
AF, and base requirements and instructions required for the performance of the duties in this Statement
of Need.
4.3 Established policies and procedures that protect the safety and welfare of customers to minimize
or eliminate safety or environmental risks. These policies shall comply with Federal and Installation
policies and procedures.
4.4 A contract manager who shall be responsible for the performance of the work. The name of this
person and an alternate or alternates who shall act for the contractor when the manager is absent shall
be designated in writing to the Contracting Officer (CO) within 10 days after contract award. The
contract manager or alternate shall have full authority to act for the contractor on all contract matters
relating to the daily operations of this contract on the installation.
4.5 Complete list of personnel in accordance with installation policy, including deliverymen, who will be
expected to work on the installation. This list will contain Privacy Act information as required as well as
the expectation that everyone will be able to present a current and valid state identification, to meet local
Air Force security requirements. (Please note that many installations require this information to be
coordinated days in advance).
4.6 Customer service during normal duty hours, 0700-1600 hours, Monday through
Friday; except for federal holidays, training days, or family days. Recognized US Federal Holidays are as
follows: New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day,
Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it
