1 Mission
The Oceanic Atmospheric Research (OAR) Pacific Marine Environmental Laboratory (PMEL)
in Seattle, WA delivers trusted scientific information through innovative oceanographic and
atmospheric research, observations, and technology development in support of society's
response to urgent global and regional environmental challenges. PMEL’s research is aligned
with OAR’s Priorities of Weather and Environmental Hazards, Too Much & Too Little Water, a
Healthy Environment and Economy, Integrating Emerging Technologies and Sustaining
Environmental Observations, and NOAA’s Strategic Priorities including Modernizing Operations,
Planning, and Assets and Innovating NOAA Observing Systems.
2 Purpose
NOAA's Pacific Marine Environmental Laboratory (PMEL) is located within the NOAA Western
Regional Center (WRC) and occupies a significant portion of Building 3. The purpose of this
contract is to establish a mission-critical freezer farm that will support ongoing scientific research
and laboratory operations located on the First Floor.
The primary scope of work includes the construction and fit-out of a dedicated freezer room,
including the installation of emergency power receptacles and modifications to the existing
HVAC system to support the operation of nine (9) portable laboratory freezers, which will be
relocated into the space by others.
The contract shall include a contract line item for selective plumbing repairs within existing wall
cavities and above accessible ceilings to remove and replace deteriorated or cracked glass piping
and restore the associated plumbing systems to full operational condition.

Additionally, the contract shall include a contract line item for the deconstruction and removal of
the existing freezer farm. This work shall include selective demolition of drywall, electrical
systems, flooring, and other associated building components required to facilitate the renovation.
There shall be two (2) optional contract line items contingent on funding for the contract to
include laser scanning for the development of a three-dimensional (3D) building model suitable
for import into Autodesk Revit. One optional contract line item shall be for scanning just the
footprint of the area included as part of the new dedicated freezer farm, selective plumbing repair
areas and the existing freezer farm area. The other optional contract line item is for scanning the
entire building inclusive of the roof, crawlspace and other easily available and accessible
interstitial space.
3. Specific Work Items – The scope of services shall include all supervision, labor, materials,
equipment, documentation, fabrication, installation, testing, commissioning, and incidental work
shown or reasonably implied by the contract drawings, specifications, exhibits, and supporting
documentation included as part of this solicitation.
The system descriptions and requirements identified herein are provided in support of the
construction documents dated July 10, 2026, and shall be incorporated into the Contractor's
proposal. The work includes, but is not limited to, demolition, architectural, mechanical,
electrical, plumbing (MEP), heating, ventilation, and air conditioning (HVAC), and fire
protection systems, including all modifications, removals, and new installations required to
provide a complete and operational project.
If the Contractor identifies discrepancies, omissions, ambiguities, or requires clarification
regarding the contract requirements, requests shall be submitted through the formal Request for
Information (RFI) process to the Acquisitions and Grants Office (AGO) prior to bid submission.
Failure to request clarification prior to submitting a bid shall not relieve the Contractor of the
responsibility to furnish a complete and functional installation. Submission of a bid shall
constitute the Contractor's acknowledgment that it has reviewed and accepted the Statement of
Work, contract drawings, specifications, exhibits, and all supporting solicitation documents as
issued, and that sufficient information has been provided to prepare a complete proposal.
Base Contract – Modifications to the existing Tracer Laboratory Room 1037 to
convert it into the new Freezer Farm
The Work shall include the selective demolition and modification of the existing interior space,
including demolition of interior walls, relocation of an existing double-door assembly
(including the frame, hardware, and all associated components), wall infill, and minor drywall
repairs required to restore adjacent finishes.
The Work shall also include all necessary mechanical and electrical modifications, including
relocation of the existing thermostat and associated controls as required to accommodate the
revised room configuration.
Upon completion of construction activities, the Contractor shall prepare the affected areas for
occupancy by performing all required patching, finishing, painting, and cleaning. Existing

vinyl flooring shall be thoroughly cleaned, washed, and waxed to provide a uniform finished
appearance throughout the renovated space. The existing ceilings shall remain.
As part of the electrical work, the Contractor shall provide one (1) dedicated feeder from the
existing 480V, three-phase Emergency Power Panel Panel X to a new 120/240V, single-phase
emergency distribution panel located within Room 1037.
The existing Emergency Power Panel is located on the first floor, adjacent to the existing
Tracer Laboratory (Room 1037). The approximate feeder length is less than 100 linear feet.
The Contractor shall verify the routing and field dimensions prior to installation.
