Hangar B1502 Renovation Alabama Air National Guard 187th FW 5187 Selma Hwy Montgomery, AL 36108 General Information The Air National Guard has a requirement to renovate the headquarters building (1502). The work covered by this Statement of Work consists of furnishing all material, labor, equipment, and travel to make the needed repairs. General Scope of Work: The Air National Guard has a requirement for remodeling of 10 bathrooms, replacement of 4 water fountains, the replacing of all the carpet and the installation of a raised floor in two communications closets all located in Building 1502 at the 187th Fighter Wing. This project is estimated to take five months. Description of Work: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items needed to renovate building 1502 as defined below and in accordance with attached drawings (26017_Bldg 1502 Finish Upgrades_ARCH): Base Bid: Remodeling of 10 bathrooms, replacement of 4 water fountains, and communications closet renovation. Option 1: Replace carpet tile on second floor. Option 2: Replace carpet tile on first floor. Option 3: Conference Room lighting renovation. Period of performance: The period of performance shall be 150 days after notice to proceed following contract award. Place and hours of Performance The contractor is responsible for conducting business between the hours of 0700-1700 hours Tuesday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. A portion of the project location is in a controlled area. The 187th CES will provide an escort for all contractor personnel within the controlled area. If contractor desires to work on Monday’s prior coordination with the 187th CES will be required to obtain an escort to the work area. The Contractor must at all times maintain an adequate workforce for the uninterrupted execution of all tasks defined within this SOW when the Government facility is not closed for the above reasons. Recognized Holidays: New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day Washington’s Birthday Veterans Day Memorial Day Thanksgiving Day Juneteenth National Independence Day Christmas Day Independence Day Prior to the award of the contract the Contractor will attend a Pre-Bid Conference at a time and date determined by the 187th Contracting Office. During this conference the Contractor will visit the site and conduct a preliminary walk-through with 187th CES personnel. During the site visit, the Contractor will identify any issues that may conflict with or affect the outcome of the work. The Contractor is expected to include any cost required for the accommodation of such items within the original cost proposal. Disposal Requirements: The Contractor is responsible for the collection and disposal of all debris, rubble, residue and waste material generated in the execution of work under this contract. All such materials shall be disposed of at an off-base landfill by the CONTRACTOR. The CONTRACTOR is not permitted to deposit any such materials in base trash collection containers or at any on base location without prior approval of the Contracting Officer. Existing Conditions: The Contractor is responsible for returning all conditions of the site to the condition it was in prior to work beginning, to include but not limited to soils, grass, pavements, and utilities. Security Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
