1 Performance Work Statement for Pump Out and Cleaning Services of Non-Flushing Portable Latrines and Hand Wash Stations at U.S. Army and U.S. Air Force Installations Okinawa, Japan 23 March 2026 -- 1 of 12 -- Page 2 of 12 1. DESCRIPTION OF SERVICES The contractor shall provide all management, equipment, tools, supplies, labor/manpower, and appropriate license(s)/qualification(s) necessary to provide the pump out and cleaning services for non-flushing portable latrines and hand wash stations at Torii Station, Naha Port, Kuwae Tank Farm 1 & 2, Chimuwan Tank Farm 1, 2 & 3, White Beach Tank Farms, Bolo Point and Fort Buckner, Kadena Air Base, Camp Foster, Camp, Futenma that requires support for Army and Air Force mission. 1.1 BASIC SERVICES 1.1.1 Pump out and Cleaning of Non-Flushing Portable Latrines & Hand Wash Stations. The contractor shall pump out, thoroughly clean, disinfect the rental non-flushing portable latrines and hand wash stations. The contractor shall follow the pump out and cleaning frequencies and locations of the rental non-flushing portable latrines and hand wash stations indicated by the Government. The Government will provide water to the contractor when it is available to clean the non-flushing portable latrines and the hand wash stations. The contractor must provide water in case the provision of water by the Government is not possible. 1.1.2 Resupply & Refill. The contractor shall resupply toilet paper for the non-flushing portable latrines and refill hand soap, towel paper and water to the hand wash stations upon request. The contractor must ensure these supplies are resupply and refill on time to prevent shortage of these supplies. The Government will provide water to the contractor when it is available to refill the hand wash stations. The contractor must provide water in case the provision of water by the Government is not possible. 1.1.3 Disposal Wastewater in Compliance with Laws and Regulations. The contractor is responsible for disposing of all wastewater in the proper manner. The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the Contracting Officer pursuant to notice requirements and negotiate a modification to the contract. The contractor will be required to provide and maintain the Waste Material Disposal services and Collection/ Transportation Permit. 1.1.4 Cancellation of Portable Latrines and Hand Wash Stations. 1.1.4.1 Cancellation Prior the Pump Out & Clean Services Provision on Site. The government may cancel the pump out and clean services for portable latrines and hand wash stations prior to the provision of services occurs on site. In this case payments to the contractor will not occur. The cancellation will be effective upon the government notifying the cancellation to the contractor receives the cancellation with sufficient anticipation of time to stop the services on time. 1.1.4.2 Cancellation in the middle of Provision of Services. The government may cancel the provision of services for the portable latrines and hand wash stations in the middle of the provision of services. The cancellation will be effective upon the government notifying the cancellation to -- 2 of 12 -- Page 3 of 12 the contractor. The government will execute the payments based on the Price List only for the rendered services on site. 2. GOVERNMENT FURNISHED PROPERTY AND SERVICES 3.1. There is no government furnished property and services to be provided to the contractor. 4. GENERAL INFORMATION 4.1. QUALITY CONTROL The contractor is required to control the quality-of-service delivery and offer to the Government for acceptance only services which conform to contract requirements. The overall control of quality must meet the specified performance thresholds for each requirement in the Services Summary. 4.2 QUALITY ASSURANCE The Government will periodically evaluate the contractor’s performance by appointing a Quality Assurance Personnel (QAP) to monitor performance to ensure services are received. The Government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if merited by performance. 4.2.1 The QAP is the authorized government representative(s) who will perform assessments of the contractor’s performance. 4.2.2 The QAP(s) or alternate(s) will inform the contract manager in person when discrepancies occur and will request corrective action. 4.2.3 Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer and not to the QAP(s). -- 3 of 12 -- Page 4 of 12 4.2.4. The services to be performed by the contractor during the period of this contract shall at all times and places be subject to review by the Contracting Officer or authorized representative(s). 4.3. SECURITY REQUIREMENTS 4.3.1 ID Passes, Badges and Vehicle Stickers.
