1. DESCRIPTION OF SERVICES
The contractor shall provide all management, equipment, tools, supplies, labor/manpower, and
appropriate license(s)/qualification(s) necessary to provide rental non-flushing portable latrines
and hand wash stations at Torii Station, Naha Port, Kuwae Tank Farm 1 & 2, Chimuwan Tank
Farm 1, 2 & 3, White Beach Tank Farms, Bolo Point and Fort Buckner, Kadena AB, Camp
Foster, Camp Futenma that requires support for Army and Air Force mission.
1.1 BASIC SERVICES
1.1.1 Delivery of Non-Flushing Portable Latrines & Hand Wash Stations. The contractor shall
deliver the non-flushing portable latrines and hand wash stations to the locations as indicated by
the government. The government shall determine the quantity of the non-flushing portable
latrines and hand wash stations to the contractor. Non-flushing portable latrines shall be in a
western style in a serviceable way, neat and ready to be used.
1.1.2 Provision of Supply for Non-Flushing Portable Latrines. The contractor shall provide
toilet paper, female and male signs at the non-flushing portable latrines doors upon request from
the Quality Assurance Personnel (QAP).
1.1.3 Provision of Supply and Utility for Hand Wash Stations. The contractor shall provide
liquid soap, towel paper, and water for the hand wash stations upon request from the QAP. The
hand wash stations shall be furnished with liquid soap, towel paper and water only one time at
the point of delivery, and continuous provision of these supplies is not required. The government
will provide water to the contractor when it is available to fill the hand wash stations. The
contractor must provide water in case the provision of water by the government is not possible.
1.1.4 Cancellation of Portable Latrines and Hand Wash Stations.
1.1.4.1 Cancellation Prior the Provision on Site. The government may cancel the provision of
portable latrines and hand wash stations prior to the delivery service occurring on site. In this
case payments to the contractor will not occur. The cancellation will be effective upon the
government notifying the cancellation to the contractor receives the cancellation with sufficient
anticipation of time to stop the delivery on time.
1.1.4.2 Cancellation After the Provision on Site is Completed. The government may cancel the
provision of portable latrines and hand wash stations after the delivery service is completed on
site. The cancellation will be effective upon the government notifying the cancellation to the
contractor. The government will execute the payments based on the Price List only for the
rendered days on site even the portable latrines and hand wash stations have not been used at all.
The government pays only for delivery and removal fee in case the cancellation is notified to the
contractor within 24 hours upon the delivery of portable latrines and hand wash stations are
placed on site. The rental fee will be excluded in this situation of cancellation.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1. There is no government furnished property and services to be provided to the contractor.
4. GENERAL INFORMATION
4.1. QUALITY CONTROL
The contractor is required to control the quality of service delivery and offer to the government
for acceptance only services which conform to contract requirements. The overall control of
quality must meet the specified performance thresholds for each requirement in the Services
Summary.
4.2 QUALITY ASSURANCE
The government will periodically evaluate the contractor’s performance by appointing a Quality
Assurance Personnel (QAP) to monitor performance to ensure services are received. The
government may inspect each task as completed or increase the number of quality control
inspections if deemed appropriate because of repeated failures discovered during quality control
inspections or because of repeated customer complaints. Likewise, the government may
decrease the number of quality control inspections if merited by performance.
4.2.1 The QAP is the authorized government representative(s) who will perform assessments of
the contractor’s performance.
4.2.2 The QAP(s) or alternate(s) will inform the contract manager in person when discrepancies
occur and will request corrective action.

4.2.3 Any matter concerning a change to the scope, prices, terms or conditions of this contract
shall be referred to the Contracting Officer and not to the QAP(s).
4.2.4. The services to be performed by the contractor during the period of this contract shall at
all times and places be subject to review by the Contracting Officer (CO) or authorized
representative(s).
4.3. SECURITY REQUIREMENTS
4.3.1 ID Passes, Badges and Vehicle Stickers. The contractor is responsible to obtain such
clearances and/or passes as required for his/her employees to enter the U.S. military installations
prior to start to work. The contractor shall be responsible for all passes issued to his/her
employees under this contract. Applications shall be coordinated through the CO or designated
representative. At the time of application, Security Forces may conduct a background check on
employees. Upon termination of employment, the contractor shall be responsible for returning
identification cards and base passes to Security Forces within 24 hours.
