Part 1
General Information
1. General: This is a non-personal services contract to provide lease non-sewer portable
latrines and hand wash stations. The Government shall not exercise any supervision or control
over the contract provider providing leased latrines and hand wash stations herein. Contractor
is responsible for providing leased equipment to the Government.
1.1 Description of Leasing/Introduction: This Performance Work Statement (PWS)
describes the requirement to provide non-sewer portable latrines and hand-wash stations in
support of the training and facilities at various sites within the National Training Center (NTC)
and Fort Irwin, California. Specifically, latrines and hand-wash stations shall be placed
throughout the entire NTC, Barstow/Daggett, Marine Corps Logistics Base (MCLB) Yermo, and
the Southern California Logistics Airport (SCLA) located in Victorville, California.
1.2 Background: Fort Irwin & the National Training Center is a world-class training center for
America's Military, known for its excellent desert training, vast recreational opportunities, and
history. The mission of the NTC is to provide tough, realistic, joint and combined arms training
in multi-national venues across the full spectrum of conflict set in a contemporary operating
environment to assist Commanders in developing trained, competent leaders and Soldiers by
presenting them with current problem sets to improve the force and prepare for success and to
“Win the First Fight.”
1.3 Scope: This requirement is to provide non-sewer portable latrines and hand wash stations
in support of the training mission at various sites within the boundaries of the National Training
Center (NTC), Fort Irwin and surrounding areas described in paragraph 1.1. Lease of portable
latrines and hand wash stations include delivery, relocation, and pick-up/removal of maintained
usable leased equipment. Latrines and hand wash stations are to always be in a
usable/functional status during the lease period. Historically, the ratio of latrines has been one
(1) latrine for every 25 males or 18 females. The hand wash station ratio has been
approximately one (1) for every ten (10) latrines. Combined requirements typically consist of
placement/movement of 700 to 8,000 latrines and hand wash stations simultaneously.
1.4 Objectives: Desert sand-colored latrines and hand wash stations are required in keeping
with the desert background, which aids in making the training environment as realistic as
possible and does not present a distraction. Desert terrain conditions consist of open areas,
mountain ranges, valleys and hills. In many areas, the terrain is rough and there are no paved
roads outside of the main cantonment area. Temperatures average from a summer high of 120
degrees Fahrenheit to a low in winter of 37 degrees Fahrenheit. Average precipitation is four
(4) to six (6) inches per year. High severe winds are common.

1.5.1 Quality Control Plan (QCP): The Contractor shall develop, implement, and maintain a
QCP and program to ensure all work described in this contract is performed at or above the
standard defined in the Performance Requirements Summary (PRS) (Deliverable #1). The
Contractor shall develop and maintain a QCP to ensure services are performed in accordance
with (IAW) this PWS. The Contractor shall develop and implement procedures to identify,
prevent, and ensure non-recurrence of defective services. …
