STATEMENT OF WORK (SOW) PR16047308 INL 1930.0 Three Discretionary SUVs for the Costa Rica Coast Guard (CRCG) Bureau of International Narcotics and Law Enforcement Affairs (INL) U.S. Embassy – San Jose, Costa Rica Purchase of Vehicles in direct support of the Government of Costa Rica (GoCR) GENERAL The US Department of State’s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL) have program authority derived from the Foreign Assistance Act of 1961. The International Narcotics and Law Enforcement Section (INL) of the US Embassy San Jose, Costa Rica, is responsible for helping host governments to develop and implement effective counter narcotics, anticrime. INL/MIP works closely with US law enforcement agencies to ensure that Costa Rica has the training and tools needed to combat illicit drug traffic and transnational organized crime. INL also works with various Government of Costa Rica (GOCR) institutions including the Ministry of Public Security, Public Ministry, Secretariat of the Presidency, Ministry of the Treasury and its various specialized police units REQUIREMENT The procurement of (3) SUV vehicles and their complementary components is part of a strategic donation to equip the Ministry of Public Security / Coast Guard’s Special Maritime Interdiction Unit. This initiative is designed to enhance the unit's operational capabilities in the fight against drug trafficking nationwide, while providing essential support for the overall security of Costa Rica. These vehicles will be deployed at strategic coastal areas to support the detection and interdiction of illicit drugs, trafficked goods, and other forms of smuggling. TYPE OF CONTRACT This requirement will result in the award of a Firm Fixed Price (FFP) contract in accordance with the specifications in this Statement of Work (SOW). No additional sums will be payable due to any escalation in the cost of materials, equipment, or labor, or because of the Contractor’s failure to properly estimate or accurately predict the prices or difficulty of achieving the results required -- 1 of 11 -- by this contract. Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates. EFFECTIVE PERIOD OF CONTRACT This contract shall be effective on the date of the Contracting Officer's signature and shall remain in full force and effect until SUV’s units are received and accepted by the U.S. Government in accordance with the contract delivery date NLT 90 days after receipt of award. SUPPLIES AND PRICING The Contractor shall provide to the U.S. Government the SUV’s units in strict compliance with the specifications at the agreed upon firm fixed price. In the event of non-compliance with the specifications, the U.S. Government reserves the right to demand correction(s) or reject this requirement in its entirety. Additionally, the Contractor shall perform the pre-delivery inspection of the equipment and deliver them to the location set forth in Place of Delivery of this SOW. The firm-fixed price shall include the SUV vehicles with all the accessories and equipment detailed in the contract. All manuals shall be furnished in English and Spanish. SPECIFICATIONS 5.1 CLIN 001 – SPORT UTILITY VEHICLE (SUV) Quantity: 3 EA Sport Utility Vehicle (SUV): Required for rugged off-road law enforcement operations to transport police personnel and their tactical law enforcement equipment in inclement weather, in rural terrain conditions, and with water crossing capability. (Similar or equal to Toyota Land Cruiser Hard Top 2026) A. Operational & Performance Requirements • Passenger Capacity: Minimum of 9 passengers is required. • Required for rugged off-road law enforcement operations. Must possess a minimum ground clearance of 230 mm, an approach angle of at least 30 degrees, and a snorkel intake system for water wading. • Fuel Type: Diesel. • Transmission: Manual. • Drivetrain: 4x4 (Four-Wheel Drive) with high/low range transfer case. -- 2 of 11 -- • Body Type / Doors: SUV / 5 Doors. • Cylinders: 6 minimum cylinders. • Engine Performance (Measurable Specs): Equipped with a turbocharged common-rail diesel engine providing a minimum displacement of 4000cc, a minimum power output of 125 HP, and a minimum torque output of 280 Nm, engineered to operate under continuous heavy load in mountainous and unpaved terrain. • Towing Capacity: Minimum of 3,500 kg towing capacity.
