INTRODUCTION The U.S. Embassy Abu Dhabi seeks proposals for a venue to host its Independence Day event on November 18, 2026, in accordance with the scope of work outlined in this solicitation. Due to location and security constraints, the Embassy will accept proposals only from a minimum of four- star hotels that must be American brands and are located within 20 kilometers of the U.S. Embassy and have indoor ballroom capable of accommodating approximately 1,000 guests in a cocktail-style setup. The venue/facility shall accommodate a minimum guaranteed guest count of 500 and a maximum guest count of 1,000. The scope of work required under this solicitation shall be performed directly by the facility and shall not be subcontracted or outsourced through a third party, except Audio & Video set-up. The Government will award a Firm Fixed Price (FFP) Purchase Order. 2. PRICES 2.1 VALUE ADDED TAX: Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion. It is reflected for each performance/service. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. -- 3 of 34 -- RFP for Independence Day Event Page 4 of 34 PR16240719 CONTINUATION/ADDENDUM TO SF-1449 RFP NUMBER PR16240719 SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20 DESCRIPTION/SPECIFICATION/WORK STATEMENT I. SCOPE OF WORK (SOW): The Embassy of the United States of America will host its Independence Day event in Abu Dhabi, United Arab Emirates on November 18, 2026, from 19:00 to 22:00. The event will be held at a reputable, responsible facility selected through award of a Government Purchase Order, in accordance with the provisions, evaluation criteria, and terms and conditions of this solicitation. The requirements for the venue/facility, event, and services are outlined below. 1. Food & Beverage: • The event venue shall provide traditional American finger-food options with soft drinks, water, assorted fresh squeezed juices, and soda; plus two (2) live cooking stations. • The facility shall arrange two (2) rounds of food tastings with no additional fees for, up to ten (10), Embassy representatives as per the menu selection (4 hot/4 cold/4 sweet/live stations if applicable) confirmed by the Embassy. • The venue shall provide sufficient wait staff and at least four (4) bartenders to ensure proper coverage in all areas of the venue, including for pass-round service. • The hotel shall provide necessary beer and wine glasses – alcohol will be provided by the Embassy. The hotel shall waive corkage charges as is customary during U.S. Embassy events. The hotel is responsible for securing the items at the necessary temperature, and any unused alcohol will be collected by the Embassy team the day after the event. • The venue shall set up at least four (4) buffet-style counters, in addition to pass-round service, in pre-agreed areas of the ballroom. Canapes should include U.S.-origin ingredients and draw from traditional foods associated with the United States. Soft drinks (including sugar-free) and pass around must be available and refilled in a timely manner on these buffet tables.
