21 May 2026 1/7 Statement of Work Procure Blast Cabinet, X11 1. General (1) This statement of work describes the minimum requirements for the procurement of one (1) Blast Cabinet. (2) The equipment shall be one of the manufacturer's current production models which, on the date this solicitation is issued, has been designed, engineered, and sold, or is being offered for sale through advertisements or manufacturer's published catalogs or brochures. Minor alternations to current production models to meet specifications listed are acceptable. Documentation illustrating ALL alternations to current production models must be provided with the contractor’s proposal. Products such as a prototype unit, reproduction model, or experimental units do not qualify as meeting these requirements. And all material used in the fabrication shall be new. (3) The following utilities will be available for this equipment. a. Power source: 210 V AC, 50 Hz, 3Ø, up to 60 A b. Compressed air: 0.69 MPa c. Available floor area: 6,500×4,400 mm (W × D) excludes 3,500×600 mm (W × D), see Enclosure(1) d. Wireless devices are prohibited. (4) This contract is to include installation, operational test, and operation / maintenance training for equipment as specified. Unless otherwise specified herein, the contractor shall provide all materials, transportation, unloading service, and labor for this contract. All work including installation and training in Government facilities shall be performed during the hours of 8:00 am to 4:45 pm (excluding 12:00 pm to 12:45 pm), Monday through Friday (excluding Federal Holidays). The contractor shall have a local Japanese dealer network that provides maintenance services and consumables / repair parts. 2. Specifications (1) Minimum requirements This blast cabinet shall consist of cabinet, turntable with cart, abrasive system, dust collector unit, and control devices. Safety sticker (Written in Japanese and pictogram, or English and pictogram, or only pictogram) shall be attached for each hazardous part. Display language of each component shall be Japanese. a. Cabinet (a) Size: 1,500 × 1,500× 1,100 mm (W × D × H) or more (b) Vertical lift door for turntable with cart a) Door opening size (D × H): 1,000 × 500 mm (from top of the turntable) b) Physical fall protection (c) The following items shall be equipped in the cabinet. a) Working port: Two (2) working ports with rubber gloves. b) Replaceable sight glass c) Ceiling mounted LED work light d) Air blow gun b. Turntable with cart (a) Slide direction: Right side of the cabinet (b) It shall be slide to inside and outside of the cabinet by manpower. (c) Diameter: Ø1,200 mm or more (d) Load capacity: 200 kg or more (e) Tabletop plate a) Form: Perforated or lattice b) Opening size: Ø30 or diagonal 30 mm or less c. Abrasive system (a) Spray method: Mix up compressed air and pneumatically transported blast media and grid (b) The mixing ratio shall be able to adjust. (c) The following steel grid shall be applicable. a) Material: Steel b) Size: G100, 1,180 – 710 μm (d) Nozzle a) Material: Boron alloy b) Bore diameter size: Ø4 – Ø7 mm (e) Volume of pressure vessel: 15 L or more d. Dust collection unit (a) It shall separate vacuumed air from the cabinet into dust and re-usable grid. -- 2 of 7 -- 21 May 2026 3/7 (b) Pulse jet cleaning for the dust collector when the blower is stopping. (c) Differential pressure gauge or manometer for the filter (d) HEPA filter a) Discharged air shall pass through the HEPA filter. b) Differential pressure gauge or manometer shall be equipped. e. Control devices (a) Foot switch with cover for spray (b) The following interlock safety system shall be equipped. a) While the vertical lift door is open, the spray shall not activate. b) While the blower pauses, the spray shall not activate. (c) Warning for the lowest level of the grid remaining in the pressure vessel (d) External run hour meter a) It shall be able to check without opening the door. b) No reset function c) Range of 0 to 99,999.9 hours in increments of one (1) tenth of one (1) hour (e) Ground Fault Circuit Interrupters (GFCI) with lock out operating handle on a door panel (V-05SV (Mitsubishi) or equivalent) (f) Emergency stop button (2) Accessories and attachments a. Spare GFCI: 1 ea. b. Spare nozzle: 1 ea. c. Spare sight glass: 20 ea. d. Spare gloves: 20 set 5. Document submission The contractor shall submit the documents listed in Submittals to the Technical Point of Contact (TPOC) by the deadline. Government will accept or return with comments within ten (10) working days after receiving them from the contractor. The contractor shall not proceed with the work before Government approval. 6. Quality assurance inspection (origin) The quality assurance inspection shall be conducted by the contractor to ensure the equipment functions properly at the contractor’s facility. Government has an option of witnessing the inspection at the contractor’s site. 7. Installation (1) Provide a mobile crane or any equipment with labor for unloading as necessary. Government will not provide any crane service or lifting equipment. -- 3 of 7 -- 21 May 2026 4/7 (2) The contractor shall set and adjust the equipment in accordance with the manufacturer’s instruction without anchor bolt at the Bldg. A47, SRF-JRMC Yokosuka. (3) Be staffed by at least one (1) supervisor on site. 8. Acceptance test (after installation) The acceptance test shall be conducted by the contractor to ensure the equipment functions properly at the delivery site, SRF-JRMC, Yokosuka. The acceptance test will be witnessed by TPOC. This test will be scheduled for at least ten (10) working days in advance. 9. Training The
